International Lifeline Fund Finance Officer


International Lifeline Fund (ILF) is a U.S.-based 501(c)(3), non-profit organization whose mission is to reduce human suffering through interventions that generate the greatest possible impact at the lowest possible cost. Currently, these interventions include Clean Water and Sanitation (WASH) and Fuel-Efficient Stove (FES) programs.
Context and Background: ILF has been operational in Haiti since early 2010, implementing a program (integrated with microenterprise) in and around Port-au-Prince. Since the inception of its FES program, Lifeline has distributed and/or sold approximately 30,000 stoves (including to families displaced by the January 12 earthquake), conducted extensive R&D, designed and developed a locally-manufactured stove model specifically for Haiti, and set up a network of female vendors to sell those stoves throughout Port-au-Prince.
Duties and Responsibilities •Ensure conformity with ILF reporting requirements and the stringent compliance standards established by each donor/government/regulatory agency in connection with their grant projects. •Implement grant tracking/monitoring system, ensuring all relevant financial information is accessible on a timely basis for reporting. •Ensure compliance of financial activities with both donor and ILF policies and regulations. •Ensure that procurement activities are done as per ILF and donor regulations. •Expedite field based payments, summarize expenses, classify and code as per applicable budget lines and make ready for financial report consolidation. •Follow up timely settlements of staff/business advances and ensure all are current and cleared. •Monitor actual grant expenditures against approved donor line items on a monthly basis; advise program staff of any irregularities and make recommendations for future action. •Liaise with FES Program Manager with regard to grant/budgetary issues and review monthly financial reports. •Meet with FES PM on a monthly basis to address budget/grant status, review of financial reports and financial matters, •Review internal control systems and their implementation and recommend measures to strength them. •Bachelor’s degree in finance or accounting with 3 years of experience working in financial management and grants management. •Extensive knowledge of local laws and regulations in regards to finance and grant management preferred. •Experience working with donor funded international organizations. •Demonstrated ability to set up and maintain accounting and financial management systems. •Demonstrated ability to build and review budgets.
Essential Qualifications, Experience and Competencies •Strong communication skills with fluent spoken and written English and French. •Degree in Accounting or Finance related fields. •Previous experience as a finance coordinator in an NGO preferred. •Computer knowledge, good ability of Excel and finance software, particularly QuickBooks. •Knowledge of Generally Accepted Accounting Principles and practical knowledge of financial systems and internal financial controls and procedures, •Demonstrate highest standards of personal integrity.
