Job Summary

The M&E Specialist works under the direct supervision of the M&E Director within Monitoring and Evaluation section. The M&E Specialist will undertake a wide range of tasks related to Monitoring and Evaluation on both program and activity level. Therefore his/her in-depth understanding of the project’s indicators, and data collection methods and techniques is critical for successfully performing the tasks outlined below. This position requires travel to provinces.

Duties and Responsibilities

•Perform data collection and data entering of relevant RLS-F activities which require input into TrainNet
•Assist M&E Director in conducting M&E trainings/presentations for implementing partners, contractors and RLS-F staff to ensure data collection quality for reporting purposes
•Design/create an M&E database in Access and/or visual basics and run queries to support the data requested and enter data or help streamline data retrieval in the already-developed M&E database system 
•Assist in drafting and implementing M&E training evaluation surveys and PMP reports on regular basis
•Ensure data quality by cross-checking component data and achievements with hard copies of data and forms, as a measure undertaken for Data Quality Assessment (DQA) and audit alert processes 
•Collect, analyze, and enter non-indicator data into an M&E database 
•Maintain hard copies and digital copies of M&E documents and maintain an organized and efficient filing system for quick retrieval of data within the M&E section
•Interpret and analyze indicator and non-indicator data and assist with timely inputs to update the program PMP and Afghan Info
•Perform any other duties as assigned by the management team and direct supervisor.

Qualification

Minimum of 3 years’ experience in Monitoring and Evaluation Performance Management Plan (PMP) implementation, reporting, drafting questionnaires and other data collection tools. Experience working for an NGO, international organization, UN Agencies and USAID-funded project is a plus.

Ability to work effectively in a fast-paced environment. Flexibility and willingness to travel to the provinces and work irregular hours as required to complete program assignments.
