Operations Officer - Access to Finance at IFC - International Finance Corporation


IFC is re-engaging in Myanmar after an absence from the country spanning more than two decades. IFC’s engagement during this period will focus on: (i) strengthening the role of the private sector and in particular MSMEs in creating economic opportunity; (ii) promoting inclusive growth; and (iii) addressing Myanmar’s infrastructure needs.
IFC’s Access to Finance Program in Myanmar will include programs in microfinance, bank advisory, financial infrastructure (credit bureaus, secured transactions) and mobile banking. In these areas, IFC will be engaging at both the sector level as well as with select institutions to create a demonstration effect in the marketplace, with the goal to support sustainable private sector institutions that serve a large number of low-income, urban and rural households. IFC is seeking an experienced Operations Officer to support its advisory services in its Access to Finance (A2F) program to increase financial inclusion in Myanmar.
The assignment is initially for a term of two (02) years with a one (01) year probationary period, with the option to extend based on performance and funding for the project.

Scope of Work

The Operations Officer will work closely with and under the supervision of the Resident Representative and the Access to Finance business line manager and will be primarily responsible for the implementation of A2F projects in Myanmar. S/he must be an experienced professional whose knowledge and skills enable him/her to undertake project design, project implementation, and knowledge management initiatives with limited direct supervision.

Duties and accountabilities:

Working closely with IFC Resident Representative for Myanmar and the A2F business line manager, the Operations Officer is expected to::

• Contribute significantly to all aspects of the A2F program, including strategy development, new project design, selection of partners, recruitment, supervision of consultants, and monitoring and evaluation

• Conduct research in areas relevant to microfinance, financial infrastructure, SME banking, mobile banking, payments

• Follow and report on the reform process for the financial sector

• Collaborate with/provide feedback to various internal and external partners, including local and central government officials, partner organizations and counterparts, and relevant World Bank Group staff in the region and in headquarters

• Manage new project(s) and existing portfolio projects as assigned

• Provide input and cross-support to other IFC business line activities as needed

• Other duties as requested by manager(s)

REPORTING: The position will report to the EAP Regional Business Line Manager for Access to Finance.

Desired Skills & Experience

• Minimum 5 years of relevant working experience in the financial sector with hands on experience in microfinance, banking or a related field

• Masters in Business Administration, Economics, Finance and Banking, or equivalent professional qualification.

• Experience in developing or participating in project development from concept through implementation.

• Strong analytical skills with experience in doing research and preparing studies

• In-depth understanding of the business environment in Myanmar and experience carrying out analytical work in economic and private sector development related topics

• Strong interpersonal skills and demonstrated capacity to network and work with a wide range of stakeholders, including businesses, local business support institutions, government, and international organizations

• Excellent communication and writing skills in English and Burmese desirable

• Ability to communicate ideas and issues clearly and confidently

• Ability to work effectively under time pressure with a strong capacity to produce quality work

• Proven ability to demonstrate initiative and meet deadlines and priorities, and ability to work in a team

• Strong computer skills, with an emphasis on Word, Excel and Powerpoint.

• Ability and willingness to travel in and out of Myanmar
