Job Description
The PRISM2 project aims to assist the Philippines Department of Health, the Department of Labor and Employment, and local government units to engage and mobilize private-sector resources in the delivery of family planning and maternal and child health services and products. The project has three main focal areas:
  • Increase and sustain private-sector provision of high-quality family planning and maternal and child health services and products.
  • Increase the use of private-sector family planning and maternal and child health services and products
  • Improve the policy environment for private-sector provision of services and products.
PRISM2 is seeking a Product Introduction Specialist to support the project and its partners. The successful candidate will provide programmatic and technical assistance to the PRISM2 Family Planning/Maternal Child Health marketing team in the Philippines.
Principal Duties and Responsibilities:
  • Design and participate in analysis of the Philippines FP and MCH health landscape; assess specific product opportunities with a special focus onOxytocin in the Uniject device) that will contribute to the achievement of the project’s family planning and maternal-child health objectives; help position products in different market segments.
  • Identify potential pharmaceutical manufacturing partners; perform due diligence on short-listed potential partners as needed and create a prioritized list.
  • Develop market research data to support negotiations with chosen commercial manufacturers and/or product distributors.
  • Capacitate potential suppliers and pharmaceutical partners by understanding and supporting their regulatory, manufacturing and commercialization requirements, including the  modeling of acquired market and distribution data, that could lead, for example, to a recommendation for the most effective distribution channels to reach target populations.
  • Promote knowledge about health need, products and best practices for product utilization, for example through:
a)      Coordination with the project’s Training Specialist in working with the Department of Health for inclusion of new products in the training curriculum;
b)      Conduct of product demonstration sessions.
  • Assist in demonstrating the value of a product intervention, particularly by providing evidence for policy decisions; for example through:
a)      Collaboration with the project’s Policy Specialist in working with the DOH products committee (Philippine National Drug Formulary) to facilitate inclusion of new FP-MCH products (in particular Oxytocin in the Uniject device) in the national drug listing;
b)      Provision of synthesized product information for policy makers.
  • Assist in monitoring product introduction results, for example, in terms of number of distribution and sales outlets and sales volumes.
  • Stay current with latest technical knowledge and programming experience in family planning and maternal-child health products, including relevant policies, programs, and activities in the public-private sectors in the Philippines; incorporate this knowledge, research and programming into assessments, technical strategies, program design, and project implementation.
  • Develop presentations and materials and provide training tools and methodologies as appropriate.
  • Other duties and responsibilities as may be determined by the PRISM2 Commercialization Officer. 
Required Skills
  • Expertise in health product or service introduction, marketing, distribution, and assessment of new product and market opportunities.
  • Experience working collaboratively with  public and private sector institutions.
  • Knowledge of family planning and maternal-child health issues in the Philippines.
  • Ability to establish and maintain effective relationships with team members, host country counterparts.
  • Fluency in written and oral English.
  • Travel required approximately 25% of time.
  • Experience working with USAID and USAID-funded projects preferred.
Required Experience
  • Masters degree in business, management, marketing, product management, public administration, economics or public health/health management
  • Minimum of 3 years of professional experience involving health product or service introduction, product development, marketing, distribution, public-private partnerships, or health product and service delivery; or comparable experience in public-private sectors.
  • Preference for directly relevant working experience in the Philippines.
