Program Officer II to design projects for the International Visitor Leadership Program in Washington, D.C

FHI 360 is seeking a temporary employee to fill the position of Temporary Program Officer II to design projects for the International Visitor Leadership Program in Washington, D.C. (With some work that can be done remotely).
The dates for this job are January 1- April 2, with possibility of extension.
Position Description:
● Conceptualize and write proposals and project outlines, including conducting research on the project topics; developing themes and content; determining itineraries; and coordinating the development of the proposal budget
● Maintain a close and responsive working relationship with the client throughout the assigned project
● Take primary responsibility for the expenditure and monitoring of project funds
● Identify and contact local partner organizations in the United States to develop local programs
● Coordinate Washington, D.C., professional appointments, lectures, panels, seminars, site visits, orientation sessions, and social and cultural activities
● Supervise program associate activities on assigned projects to ensure the timely planning and implementation of all project logistics and materials;
● Orient the project English language officers and interpreters to the policies and practices of FHI 360 and the client, and to the requirements of the assigned project
● Conduct project opening sessions as much as time and other project responsibilities allow
● Maintain contact with client staff, ELO officers/interpreters, and partner organizations throughout the assigned project; making adjustments to or changes in the program as judgment dictates; managing emergency situations; and conducting final project evaluations
● Develop and manage project budgets to ensure that project activities have financial support and that expenses do not exceed funds authorized by project grants, which includes responsibility for disbursement of funds to project participants, interpreters, and vendors, as well as the reconciliation of travel advances
● Prepare timely, accurate, and complete program reports as required by the project grant
Minimum Requirements:
● A minimum of six years of relevant work experience in the conceptualization, development, and implementation of short- or long-term international exchange programs. Experience with IVLP preferred.
● Experience with budget development and project financial management.
● Excellent written and verbal communication skills, as well as research and organizational skills.
● Proficiency with Windows 2007 and experience with Excel spreadsheets preferred.
● Demonstrated ability to work cooperatively with clients, international participants, and colleagues.
● Exceptional ability to manage multiple priorities; deal with inquiries and requests; and maintain close attention to detail.
