Program Officer

(An expert on Education and Gender)

This is an upper level position and reports directly to the Associate Country Director for Oxfam Novib in Bangladesh.
Main tasks of the function:
  • In close co-operation with the Country Office team in Bangladesh contribute to the development, implementation and monitoring of the Oxfam (Novib) programme in Bangladesh, and ensure that targets and strategic objectives are achieved in line with the Country Strategy plan and the overall Oxfam (Novib) Strategic Plan.
  • You are responsible for building partnerships, including the identification, development and management of a portfolio of local partners and projects related to Education and Gender.
  • You will maintain direct contacts with partners for the monitoring, evaluation and further development of partners’ programmes and their organisational capacities.
  • You will actively engage in discussions with partners and other stakeholders on fostering external funding opportunities; where needed you develop and monitor programmes with partners and others, for back donors that contribute to the goals of Oxfam (Novib).
  • You provide for the appraisal of project proposals and progress reports, ensure feedback to partner organisations & monitoring of agreements, and ensure registration in our administrative system.
  • You facilitate networking between partners and relevant external actors, including  knowledge & research institutes, to strengthen the effectiveness and implementation of programmes and lessons learned.
  • You provide input to and link partners with advocacy campaigns as conducted under the Oxfam-Novib and/or Oxfam International banner.
  • You are responsible for identifying, organising, facilitating and if needed monitoring of the capacity building processes for partners on your specific theme.
  • In close collaboration with others Oxfam teams, you contribute to the implementation of Oxfam Joint Country Analysis Strategy (JCAS).
  • You coordinate the Programmes on (i) Women Leadership (WL), and possibly (ii) Quality Education (QE) of the Oxfam affiliates working in Bangladesh, by
    • promoting and coordinating collaboration between the Oxfam affiliates in Bangladesh on  WL and QE related programmes
    • promoting achievement of quality and alignment to Oxfam Program Standards
    • facilitating planning, monitoring and evaluation of the Country Program according to the JCA
You have:
  • A Masters Degree in a discipline relevant to the specific areas mentioned and related to development cooperation.
  • Demonstrable recent and substantial work experience with the civil society sector in Bangladesh.
  • Thematic expertise in areas of concern, viz. education & sexual reproductive health rights & gender.
  • The capacity to apply a rights based approach and principles of gender justice as cross cutting issues.
  • Experience in organisational analysis & grant management & programme development.
  • Experience in developing, managing and monitoring development projects by NGOs, including multi-actor programs funded by external donors. It is an asset when you are experienced in (facilitating) proposal design (including Logical Framework), budgeting and procurement.
  • Analytical thinking skills and abilities to influence others.
  • Excellent social skills and are a team player
  • Excellent communication skills in English, and in-depth understanding of the local language
