Finance Officer
(An expert in Financial Management)

This is an upper level position and reports directly to the Associate Country Director for Oxfam Novib in Bangladesh.
Main tasks of the function:
  • Appraise the financial aspects of funding proposals on internal and external risks and opportunities. You communicate on the findings with the programme officer and counterparts, and make proposal on the (method of) financing.
  • Review and appraise the financial reports and audits of counterparts. You communicate on the findings with the program officer and counterparts, and where necessary you make proposals for follow-up.
  • Review and appraise together with the program officer the organizational structure, the (financial administrative) capacity and the used management systems of the counterparts. If necessary, will propose to counterparts ideas for their improvement and strengthening.
  • Contribute to the drawing up and implementation of the annual contract, and make proposals in this regard for approval and spending targets.
  •  monitor the approvals, transfer budgets and performance at country level and revises the (financial) planning where necessary. Keep record of this in the management information systems.
  • Work alongside the ACD in preparing the Balance Scorecard and commentary for submission to the HO.
  • Develop and manage the implementation of a financial and organizational capacity building trajectory for the development portfolio in Bangladesh.
  • Signal national developments and contribute to financial management/policy (such as the quality of audits, opportunities for getting advice in the financial area and the quality of financial traffic).
  • Work alongside the IFO and PO in developing and implementing an externally funded programme portfolio in the country and region.
  • Draw up the budget for (externally funded) project proposals on the basis of the intended project activities. When a project is approved: will prepare the financial management reports in line with the standards of the back-donor(s), including a (first) analysis, and submits them to the project leader for his/her approval.
  • Lead on the investigation of possible fraud cases in line with ON procedures.
You have:
  • An entitlement as qualified accountant (ACA, ACCA, CIMA, CPA) or equivalent
  • A number of 5 years of relevant work experience in financial position including financial management, planning, administration and budgeting & auditing.
  • Experience with financial-administrative management (incl procurement) of externally funded projects (ECHO, EC, UN) is an essential requirement.
  • Several years of working experience related to international/local development organizations.
  • Experience in making independent financial analyses of development programs, ability to evaluate these within the political and socio-economic context where they are carried out.
  • Experience and knowledge of relevant financial IT-systems, pref. Excel, Pastel and/or SAP-Adobe.
  • Extensive knowledge of financial and administrative systems
  • Excellent communications skills in English.
  • Self-management including: ability to prioritize own workload and work independently and commitment to meet deadlines
  • Excellent oral and written communication skill
  • Excellent interpersonal skills, able to work as part of a multi-disciplined, multi-cultural team
  • Maintain confidentiality in all area of work
  • excellent communication skills in English, and in-depth understanding of the local language
