Programme Co-ordinator: Energy Training and Capacity Building

The IEA seeks a Programme Co-ordinator to contribute to developing training materials and activities for its global Energy Training and Capacity Building Programme (TCB).
 
The selected candidate will be part of an enthusiastic team and will be working closely with the TCB Programme Manager.
 
 
Main Responsibilities
 
Training Programme Materials
 
Collect, review and draft materials needed by the Training and Capacity Building Programme such as updating the training curriculum, reviewing and collating presentations from other IEA teams, drafting briefings and letters presenting the purpose and objectives of the programme to internal and external stakeholders. Provide assistance to other IEA teams with refining, updating and diversifying their energy training content, for instance making presentations more user-friendly to a non-specialist audience, incorporating case studies from developing countries and designing interactive training exercises.
 
Carry out research on other energy training programmes and identify options for enhancing the IEA programme. Explore the demand for training and capacity building in non-IEA Member countries against IEA’s areas of core energy expertise.
 
Maintain, update and enhance the programme’s externally-facing materials such as web page (including alumni area), generic brochure and event-specific fliers, announcements and other promotional materials.
 
Training Activities
 
Contribute to all aspects of planning and implementing the training activities confirmed in the unit’s work programme. This includes tasks such as drafting event agendas, co-ordinating the submission of presentations, participant registration and helpline; venue and meeting room arrangements, contracts for interpretation, catering and transportation; on-going assistance to trainers and participants during the event. Provide support as outlined above both at the IEA and in other locations including abroad.
 
Contribute to post-training activities such as follow up with presenters and participants, create event alumni pages, and respond to queries from participants. Help to identify opportunities for follow-up training for the same target audiences.
 
Reporting, Liaison and Fundraising
 
Assist the Programme Manager with drafting and collating reports for internal Committees, donors and stakeholders as required. Assist with preparing presentations and speeches for internal and external meetings.
 
Actively liaise internally with other Divisions in the Agency to promote the services that TCB offers and to exchange information on training-related activities both by TCB and other Divisions. Liaise externally with relevant stakeholders including energy experts, training institutions and other organisations that are or can potentially be involved in TCB’s work.
 
Contribute to the continuous fund-raising effort of the programme by making inputs as requested by the Programme manager such as drafting briefings and proposals for donors and collating information for funding applications. Proactively research opportunities and sources for funding and provide assistance with co-ordinating internal consultation and inputs to proposals.
 
 
Candidate’s profile
 
Academic Background
           
An advanced university degree(s) in relevant disciplines such as economics, international relations, development, and other social sciences.
 
Professional Background
 
Experience with organising activities and events for international audiences both close to the workstation and abroad. Experience with sourcing and providing training and capacity building. Familiarity with global energy issues, of energy policies of the IEA and outreach priorities of the Agency. Familiarity with the development and institutional issues in emerging and developing economies.
 
Key Competencies
 
Proven organisational and management abilities as demonstrated in past work (organising workshops and seminars, co-ordinating teams, project management) and capacity to take a holistic approach to designing and running complex events. Familiarity with the OECD Events Management System or similar IT tool.
 
Experience of fund-raising and grants administration. Good knowledge of the OECD financial rules and regulations, particularly in respect to voluntary contributions or ability to acquire that knowledge quickly.
 
Creativity, energy and commitment.
 
Ability to manage large flows of information and independently to prioritise tasks.
 
Committed team worker. High degree of flexibility. Proven ability to handle multi-tasking, prioritise and meet tight deadlines. Strong sense of responsibility for the successful completion of assigned work.
 
Excellent level of computer literacy, in particular advanced knowledge of software for data management and analysis (spreadsheets and data base).
 
Good interpersonal skills, including the ability to maintain harmonious working relations with colleagues in a multicultural environment as well as the ability to foster contacts with officials in national and international fora.
 
Strong communication skills. A demonstrated ability to prepare high quality reports quickly and clearly in written form on complex technical issues for a more general policy audience. Experience of giving oral presentations.
 
Languages
 
Excellent knowledge of written and spoken English and ability to draft correspondence and reports autonomously. Fluency in other language(s) is an advantage.
 
 
Contract Duration
1 year renewable
