Policy Analyst - Engagement

 The OECD’s mission – Better Policies for Better Lives – promotes policies that will improve the economic and social well-being of people around the world. It provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems.
 
We are looking for a dynamic policy analyst to promote and strengthen the OECD Development Assistance Committee’s (DAC) engagement with providers of development co‑operation beyond its membership. The DAC welcomes the contribution of all providers of development co‑operation resources and expertise towards the common goal of reducing global poverty and hopes to forge new and mutually beneficial relationships with these new partners in international development. The DAC encourages countries that fulfil the accession criteria to join the committee, as Members or Associates.
 
The OECD’s Development Co‑operation Directorate (DCD) supports the DAC in building better policies for better lives in the developing world by publishing data on development finance and tracking performance on commitments; monitoring and reviewing development co‑operation practices to stimulate more and better aid; and providing evidence‑based analysis and guidance to improve policy. DCD helps build consensus among DAC members and the wider development community to improve development effectiveness. It also promotes coherent policies across OECD to ensure that these support, rather than conflict with, development.
 
The successful candidate will have specific responsibility for advancing engagement with a designated set of countries. These may include OECD members that are not members of the DAC, other providers of development co‑operation, including the OECD’s Key Partners and accession countries (currently Brazil, China, India, Indonesia, Russia and South Africa), European Union member states that are not members of the DAC or Arab donors. The DAC’s objective is to enrich its policy dialogue with these countries, exchange knowledge and experience on development co‑operation with them and, in response to demand, help them to build up their institutional capacities for managing development co‑operation, drawing on the experience of DAC members. The successful candidate will also conduct analytical work on related issues, such as triangular co‑operation.
 
The successful candidate will work as part of a small team under the direction of the Head of Division and the direct supervision of the Senior Policy Analyst in the Engagement Unit of the Review, Evaluation and Engagement Division (DCD/REED). He/she will work in collaboration with colleagues across the DCD helping to implement the DAC Global Relations Strategy.
 
Main responsibilities
 
Liaison, networking and capacity building
 
·         In relation to a designated set of countries:
- Develop and maintain a network of professional contacts with their development co‑operation administrations.
- Contribute to the organisation of meetings, conferences, seminars or workshops to share knowledge with these countries, including on DAC policies and experience with managing development co‑operation.
- Represent the OECD in international fora addressing development co‑operation issues related to countries that are not members of the DAC, including to deliver presentations or discuss the DAC’s engagement with countries beyond its membership.
- Support DCD colleagues on their engagement with designated countries that are not members of the DAC and promote synergies among the DAC’s engagement with these countries.
 
·         Monitor developments at the OECD related to its relations with non‑member countries and the accession of new members to the OECD.
 
Analysis and drafting
 
·         In relation to a designated set of countries:
- Keep under review developments in these countries.
- Draft or up‑date policy notes, fact sheets and other material for publication or release on the Internet related to the development co‑operation programmes of these countries, including preparing inputs for the annual Development Co‑operation Report.
- Draft notes and briefing material for meetings between high‑level OECD officials and representatives of these countries.
 
·         Produce analytical work, for publication or release on the Internet, on the development co‑operation activities of non‑member economies and related issues.
 
·         Contribute to preparing, help implement and report on annual work plans to advance the DAC’s global relations.
 
Candidate’s profile
 
Academic background
·         An advanced university degree in international relations, development or a related field, ideally with relevance for both members and non‑members of the DAC.
 
Professional background
·      Three to seven years’ experience in international development, preferably in a bilateral and/or multilateral context and preferably involving some engagement with countries beyond the DAC membership and/or analytical work on related issues.
·      Knowledge of DAC principles and policies and familiarity with approaches in DAC members to managing development co‑operation and promoting effective development.
·      Sound understanding of aid and development co‑operation issues, especially those relevant for non-DAC providers of development co‑operation.
 
Languages
·         An excellent command of one of the two official languages of the OECD (English and French), and good working knowledge of the other. Knowledge of other languages could be an asset.

Contract Duration
Fixed-term appointment of two years (renewable), starting April 2013.
 
Note: candidates retained for the next stage of the selection process will be invited to take a written test which is likely to be organised early February 2013. Successful candidates would subsequently be invited for panel interview.
 
What the OECD offers

Monthly base salary starting from 5 306 € net of French taxes plus allowances based on eligibility.
