Head of Programme, Budget and Financial Management Service (PBF)

The Programme, Budget and Financial Management Service (EXD/PBF) in the Executive Directorate co-ordinates the key elements of the OECD’s integrated management cycle including strategic planning and priority setting process, programme and budget development and approval, and evaluation processes. Under the close supervision of the Secretary-General, it also establishes budget and financial planning and policies and offers services to explain and implement them; plans and processes all the resources of the OECD; monitors accounts for and reports on all income and expenditure at the corporate level; prepares the Financial Statements of the OECD; is the main contact for the Organisation’s auditors; manages the OECD’s treasury; manages procurement policies and practices and acts as Secretariat of the Procurement Board; monitors output implementation and performance; identifies and monitors value for money measures; and plays a key role, through the Budget Committee and Council, to inform and reassure members that the outputs Programme of Work and Budget, and the resources of the Organisation are managed effectively and efficiently.  Whilst the programme of work and budget and financial services are located within the Executive Directorate, the Secretary-General retains primary responsibility for decisions in this area.
 
EXD/PBF is looking for a Head of Service who will contribute to shaping and monitoring the OECD's resource allocation decisions and financial resources management. The Head of Service will report directly to the Executive Director, supporting the Secretary-General’s strategic objectives. S/he will oversee approximately 80 employees.
 
 
Main Responsibilities
Leadership
·         Under the guidance of the Secretary-General and his Office, provide leadership for the implementation and refinement of major corporate planning and management reporting functions (priority planning surveys, the Programme of Work and Budget (PWB), monitoring and assessment of output results and changes to the outputs-based management structure).
·         Advise the Secretary-General and Executive Director with respect to current and prospective resource issues and programme priorities and needs; ensure s/he has fully accurate and timely information on which to take decisions.
·         As Chief of Finance, give assurances regarding financial management and carry out related responsibilities identified in the financial regulations. 
·         Reinforce results-based management within the Organisation, with a view to contributing towards improving the quality and impact of OECD outputs and the coherence of corporate policies to this end.
·         Ensure that new initiatives are reviewed and analysed for their budget implications and advise the Executive Director and Secretary-General accordingly.
·         Supervise the planning and effective coordination of the Budget Committee.
·         Plan, orient, oversee and control the function’s operations ensuring consistent high-quality coordination.
 
Representation and Liaison
·           Represent the OECD in the Council and Budget Committee and in networks of other international organisations.
·           Represent the Secretary-General in presenting and communicating budget and programme-related issues.
·           Liaise with the senior management and delegations on aspects of the Integrated Management Cycle and other subjects as necessary.
 
Management
·           Supervise and motivate EXD/PBF staff to ensure the timely delivery of high-quality products, effective working methods, and a good working atmosphere.
·           Participate as a senior member of the Executive Directorate management team.
·            Manage the EXD/PBF budget as well as contribute to management of the Secretary-General’s Allocation Fund and the Corporate Management Output Group
·           Assist the Executive Director in monitoring and managing the resources of the Corporate Services Output Group
 
 
Candidate’s profile
Academic Background
·         Advanced university degree in economics, public administration, accounting or relevant discipline.
 
Professional Background
·         Extensive experience and proven success in budget and programme management, results-based policies and reforms in a national administration or international organisation. 
·         A proven record of dealing at senior levels of administration.
 
Languages
·         An excellent written and oral command of one of the two official languages of the OECD (English and French) and working knowledge of, or willingness to learn, the other.

Contract Duration
Three year fixed term, with the possibility of renewal.
 
 
Monthly basic salary starting from 10 414.22€ net of French taxes plus allowances based on eligibility.
 
NB: The appointment may initially be made at a lower grade if the qualifications and professional experience of the selected applicant correspond to that grade; in this case, the duties and responsibilities assigned will be adjusted accordingly.
