Under contract with the U.S. Agency for International Development (USAID), AECOM International Development is implementing the Stability in Key Areas (SIKA) – East program as the prime contractor, jointly with IRD, OSC, Ti and DT as its sub-contractors. The program promotes stabilization in key areas by supporting the Government of the Islamic Republic of Afghanistan (GIRoA) at the district level, while coordinating efforts at the provincial level, to implement community led development and governance initiatives that respond to the population’s needs and concerns in order to build confidence, stability, and increase the provision of basic services.

Job Summary

The Quality Control Audit Officer works under the supervision of the QCA Manager and is responsible for ensuring that the SIKA Quality Control Audit mandate is fully incorporated into the SIKA-East program. The QCA Officer is expected to execute responsibilities with great autonomy and with guidance from QCA Manager or the QCA Director when necessary.

The Quality Control and Audit Officer will receive an annual Training and Enrichment Plan (TEP) with quarterly assessments of assistance and progress from his/her supervisor outlining the types of capacity building and mentoring the employee will receive from the supervisor during the year. The TEP is to be given to the employee for his/her review, allowing for collaborative revisions based on the employee’s personal professional goals, in line with the overarching programmatic goals.

The QCA Officer will undertake a wide range of Audit-related tasks, including but not limited to those stipulated below: 

Duties and Responsibilities

•Reviewing the reliability and integrity of financial management of SIKA-East and the means used to identify measure, classify, and report such information to QCA Manager.
•Reviewing the systems of Operations (Procurement, Logistic, Facility and Information Technology) established in SIKA-East to ensure compliance with policies, plans, rules and regulations that could have a significant impact on operations and report such information accordingly.
•Reviewing the Human Resource of SIKA-East and ensuring compliance with the policies and regulations of HR Manual.
•Reviewing the means of safeguarding assets of SIKA-East and as appropriate, verifying the existence of such assets and report it accordingly.
•Reviewing Grants component of SIKA-East and ensure that Grants program and procedures are transparent and in compliance with policies and rules and regulations in the Grant Manual and report such information accordingly.
•Reviewing specific operations at the request of the Chief of Party, Quality Control Audit Director or management. As appropriate report it.
•Makes spot visits to provinces and districts to verify compliance with administrative and financial rules and procedures and report it accordingly.
•Recommends steps to improve/strengthen procedures to assure that all reasonable steps are being taken to comply with USAID and AECOM contract requirements for cost controls and administrative rules.
•Contribute to weekly, monthly and quarterly reports.
•Perform other duties as assigned by QCA Manager. 
Common Duties:
•Uphold the mission, values, and spirit of SIKA-East in coordinating the program and in interacting with all community members.
•Follow and enforce all SIKA-East codes of conduct, including but not limited to the Sexual Abuse and Exploitation Code of Conduct and Drug and Alcohol Policy. Report any violations to appropriate SIKA-East authority, and participate in preventative initiatives.
•Follow and enforce all SIKA organizational policies, procedures, and guidelines including but not limited to personnel, security, communications, finance, procurement, and logistics. Report any violations to appropriate SIKA authority.
•Actively seek opportunities that will complement ability to fulfill position’s responsibilities as well as further professional development, such as taking part in internal and external trainings and participating on relevant advisory boards. 
•Perform other duties as requested by supervisor.

Qualification

•University degree in Business Administration, Financial Management or Auditing.
•Minimum of 3-4 years experience working in the field of accounting, financial management and controls or ideally internal Auditing is required. 
•Professional experience working in a similar, internal Audit-related position for an NGO or an international organization is preferred. USAID-funded project experience is preferable but not required. 
•Must be capable of working both individually and as part of a team to undertake tasks in a fast-paced environment. 
•Must be flexible, willing to perform other duties and work irregular hours.
•Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. 
•Excellent language proficiency in spoken and written Dari, Pashto, and English.
•Strong computer skills, particularly with Microsoft Office and the Internet
•Familiarity with and understanding of USAID policies and procedures.
•Good knowledge of reporting and record keeping and strong writing skills
•Candidates should be self-disciplined and motivated critical thinkers who are willing to work under pressure to meet deadlines

Skills

•Minimum of 3-4 years experience working in the field of accounting, financial management and controls or ideally internal Auditing is required.

Language(s) required

•English, Pashtu & Dari.
