Job Summary
:اچرای وظایف ذیلDuties and Responsibilities
The role of the social specialist will be to ensure DABS investment projects comply with relevant national laws and regulation, and as necessary the requirements of the financier, pertaining to social impacts, particularly on people ‘s livelihoods, and their mitigation.Specific responsibilities will include:
• Overseeing the preparation of a social impact management framework, in particular a resettlement framework, for DABS overall
• Overseeing the preparation of a social impact assessment (SIA) for new investments and rehabilitations
• Overseeing the preparation of a social management plan, and in particular a resettlement action plan (RAP) where necessary
• Hiring and supervising technical consultants to prepare these document, including writing terms of reference and reviewing outputs received
• Ensuring that all such document comply with relevant laws and regulations
• Managing the disclosure and consultation process for all such assessment, in particular disclosure and consultation with affected communities
• Liaising with other relevant bodies, including agencies and ministries, throughout the review and approval process.
• On donor-funded projects, interface with donor safeguard staff to ensure the timeous completion of safeguard procedures and necessary clearances, to the standard required by donor operational policies.
• Manage panels of international experts on social impact and safeguard issues, as may be required under donor operational policies.
• Across projects, monitor and enforce the Implementation of social impact mitigation actions, as identified in the relevant action plans, particular in the RAP, if appropriate.
• Coordinate with the environment specialist in the same department to ensure coherence between frameworks, assessments and plans regarding social and environment impact.
Qualification
• Knowledge of relevant laws and regulations pertaining to social impact• At least a Bachelor’s degree in a related discipline, such as sociology, anthropology, or similar
• Demonstrated enthusiasm for social issues, as shown through previous roles, additional tasks taken on, or other such commitments
• Demonstrated ability to work effectively in a large organization
• Demonstrated ability to work with a wide range of stakeholders
• Demonstrated ability to deliver complex tasks on deadline
• English language ability would be preferred.
