UNFPA Systems Development Specialist ( Systems Analyst)


MAJOR DUTIES AND RESPONSIBILITIES
The Systems Development Specialist is responsible for the following functions:
• Manage application and website development projects using standard project management methodology like PRINCE2 and document system development life-cycle (SDLC). • Liaise with functional owners and end-users to understand and collect applications and websites development requirements. Analyze requirements and prepare functional requirement document and obtain clients’ sign-off. Based on the requirements documents, generate plan to include design, development, test and deployment methodologies. • Liaise with Applications Developers to develop technical specifications using professionally accepted modeling tools and specification techniques .e.g. Unified Modeling Language (UML). • Assist the clients in preparing and presenting submissions to Information and Communications Technology Board and Change Control Board. • Work with Applications Developers and Database Administrators (DBAs) to develop applications and database architecture using predefined application development standards and templates. • Work with the functional project managers to prepare application training material using multimedia tools. • Provide production application support activities, including application monitoring, application tuning, production metrics, problem resolution, change management, release management, remediation of information risk gaps, disaster recovery testing and project management • Perform detailed analysis of all production incidents and provide specific technical recommendations for improvements. • Throughout the systems development lifecycle, provide project leadership of source code reviews, source version control and quality assurance. • Through continuous analysis of the existing production systems and interactions with clients and end-users, identify weaknesses, gaps and opportunities for improvement of existing systems. • Work with the Quality Assurance lead to assure predefined acceptance criteria. • Identify the need for resources for each of the projects and manage the recruitment of needed consultants.

ESSENTIAL QUALIFICATIONS AND EXPERIENCE:
• Advanced university degree in Science, Engineering, Management or related field. • Certification in PRINCE2 or equivalent Project Management Methodology. • 7 years of increasingly responsible professional experience managing the development and implementation of web applications and websites. • Strong experience in applications requirements gathering and analysis. Must be able to prepare functional specifications and technical specifications. • Expert knowledge and experience in Applications and Website Development Technology including various architectures, languages, Integrated Development Environment (IDE) tools. Applications development experience using Java and J2EE is a plus. • Knowledge of object oriented design technique. • Demonstrated experience in working with end-users to document and support the full systems development life cycle in transitioning ICT requests to project fulfillment. • Strong project management skills with effective results focus. • Extensive experience in the development and implementation of standards, procedures and guidelines to support operational processes. • Advanced experience using MS Project functionalities • Fluency in English is required; knowledge of French or Spanish is an asset.
