SENIOR TECHNICAL SPECIALISTS, LOCAL GOVERNANCE PROJECT, GUATEMALA


Tetra Tech ARD is accepting expressions of interest and CVs from qualified candidates for senior staff positions for an anticipated multi-year USAID-funded Local Governance Program in Guatemala. The expected overall goal of the program is to assist municipal governments improve their overall capabilities to provide public services, promote economic development and improve nutrition for local communities.
Responsibilities: *Provide overall project leadership, management, and technical direction; *Serve as the project’s key liaison with USAID, international counterparts, and regional partners to create and implement a strategic, long-term programmatic vision; *Manage and supervise the work of project personnel and subcontractors.
Qualifications: *Advanced degree in Public Administration, Political Science, Law, International Relations, Public Finance, Organizational Development or other related social science; *Minimum 15 years in implementing programs related to public sector reform and governance, preferably at the managerial level; *Minimum 10 years of experience working overseas and demonstrated success managing complex programs related to public sector reform in the Central American region (especially in Guatemala); *Management level experience on a USAID project preferred; *Proven ability to engage with public sector organizations and bodies as well as with civil service employees; *Strong interpersonal skills; *Excellent written and oral communications skills; *Demonstrated leadership, versatility, and integrity; *Excellent, fluent written and spoken Spanish and English required.
