Brief description: The CPO Evaluation/Head of Evaluation Department provides leadership on evaluation across DFID as a whole; including setting standards, monitoring quality of decentralised evaluations and providing leadership to the evaluation specialists in DFID including on continuous professional development, methods and skills.
Department background and context for the role
The Research and Evidence Division in which this post is based performs several functions for DFID in pursuit of its aim to reduce poverty and the effects of poverty. These include the commisioning of reseach to fill critical knowledge gaps, the synthesis of evidence to improve development,leading on international statistics andevaluation across DFID work, and the quality assurance and management of professional cadres through the Heads of Profession. The structure of the division includes the Chief Scientific Advisor (CSA) Prof Christopher Whitty, Deputy CSA Prof Tim Wheeler, Chief Economist Prof Stefan Dercon and the Chief Professional Officer (CPO) for Evaluation / Head of Evaluation Department (this post).
Rigorous evaluation of DFID programmes and wider work is essential, and there is a strong commitment to this from Ministers and the Management Board of DFID. Without this it is impossible to learn from what works (and what does not), essential for delivering better development and stopping things that have limited impact, or could be improved. It is an important part of ensuring best value for public money, and accountability to the public. The evidence base for some areas of international development work needs significant strengthening if best policy decisions are to be made, and evaluation has a major part to play in this. DFID aims to be a leader in evaluation in international development.
The CPO Evaluation/Head of Evaluation Department provides leadership on evaluation across DFID as a whole; including setting standards, monitoring quality of decentralised evaluations and providing leadership to the evaluation specialists in DFID including on continuous professional development, methods and skills.
He/she is directly supported by two key senior posts; the Head of Profession for evaluation who deals with cadre management, recruitment, evaluation capacity and quality; and the Head of the Evaluation Support Group who leads a team that provide technical advice to operational teams on design, delivery, use and dissemination of decentralised evaluations.
