HR Officer IRC, International Water and Sanitation Centre

The HR Officer is strategically positioned in the IRC Support Office in The Hague and performs a crucial role in the further development and implementation of HR Policies within IRC
IRC has a policy of decentralized responsibilities to country offices in focus countries. HR is actively involved in the support of this process.

Main responsibilities:
? Develop and implement Human Resources Management policies for IRC in accordance with the IRC policies, and international quality standards.
? Support IRC’s country offices in the development and implementation of local HR policies, in accordance with the IRC policies, and international quality standards.
? Facilitate the integration of IRC HR framework in IRC led projects and programmes with partner organizations
? Provide the IRC management and Works Council with (legal) advice concerning HR policies.
? Act as the primary contact person for IRC staff in all personnel related services and activities
? Responsible for Development, implementation and maintenance of:
o Talent Development of IRC staff
o ARBO procedures (e.g. working environment)
o Reintegration processes for employees on longer term sick leave
? Process management and advise on recruitment of new staff
? Set-up and development of exchange programmes and assist organizational learning
? Providing management information on Human Resources Management including Social Annual Report
? The HR office will be the line manager for the Core Support Team (IT; Facilities and Project Assistants)

Upcoming HR projects for 2013 – 2014 will be:
? Setting up and implement the “Werkkostenregeling”
? Investigate in; Set up and implement a Personnel Information System (digitalizing Personnel Files)
? Benchmark the Secondary Employment Benefits within IRC

Our requirements are:
? Professional education in Human Resources Management (HBO or Bachelors level) 
? Several years (min. 6) of relevant experience, preferably in an international organization of professionals
? Excellent communication and coaching skills
? Fluent in English (verbally and in writing) and Dutch
? Good knowledge on Dutch social and legal systems
? Good computer skills, in particular good working experience with the Internet, Word, Outlook, Excel, PowerPoint and Personnel- Salary-systems.

Details of the position:
You will initially be offered a one year contract with a gross monthly salary up to a maximum of € 4210, based on a 36 hours working week, depending on qualifications and experience; and a competitive benefit package amongst which is 23 days of annual leave and 26 ADV days (total of 49 days leave per annum) based on a 36 hours working week; Participation in the Pension fund with ABP (partially paid by the employer)

A 32 hours working week or partially working from home will be possible.

The post will require being physically based in the Netherlands, and eligibility to work in The Netherlands (granted automatically for EU citizens), is essential.
