Senior Specialist Crisis Management , Sadiola mine based in Mali


Our Sadiola mine based in Mali requires a suitably qualified and experienced Senior Specialist Crisis Manager who will be accountable to provide direct output support to the Senior Vice President by conducting Research, Designing and implementing a localised Crisis Management Strategy and Operational Plan in Mali.
ACCOUNTABILITIES:
The role holder has the following accountabilities and authorities:
Safety, Health & Environment
  • Model behaviour that is consistent with the AngloGold Ashanti (AGA) Safety Vision and Values.
  • Provide Expert Advice to the Security Manager to review and set departmental health and safety goals annually
  • Identify and interpret safety risks and resolve emerging issues; and ensuring that appropriate focus and resources area available to achieve safety objectives;
  • Ensuring that all company sites are secure during all phases of the operation.
  • Advise senior management on best practice security principles in crisis situations.
Management Plan
  • Create and obtain budget approval for the Crisis Management Plan for Mali, ensuring that all Employees, Contractors and Country Security Team implement and comply with all aspects of the Plan.
  • Assess current Security Strategies, behaviour, skills and processes, with a view to improve and alignment to the global security systems.
  • To provide direct output to the Mali Executive Team by establishing and implement a sustainable, management plan in support of the regional, operational and security strategies ensuring that it is implemented in accordance with the Global Security objectives and standards.
  • All corrective actions to be proposed and implemented within the mandate of the Crisis Management project and the SVP approval.
Labour management & Costing
  • Provide advice to the Senior Security Manager on the development of a professional Security Labour Plan.
Organizational Effectiveness
  • Provide direct output to the SVP: Mali and the GM: Sadiola Mine with the implementation and sustainability of Project ONE with specific reference to the Business Process Framework (BPF) and System for People (SP) to ensure the right person in the right role at the right time doing the right work in the right way.
Security
Provide direct output and support to the SVP: Mali and the GM: Sadiola Mine in
  • Research, customize and successfully implementation the Crisis Management component of the Global Security Framework at the Sadiola/Yatela.
  • Create, establish and maintain a methodology that supports strategic intelligence and analysis, business and competitive intelligence, which contributes to the protection of assets, sustainability and "license to operate" of current and planned operations of the Sadiola/Yatela
  • In conjunction with the Senior Security Manager, devise strategies and identify opportunities to position the Security Discipline as a valued member of the broader Mali Management team and a specialist provider of technical advice and support.
  • Provide security leadership to all Departments in Mali AGA Mining Operations, by prioritizing and ensuring the integration of all technical aspects regarding security specific issues and plans.
  • Act as Advisor and Analyst to foster due diligence and good governance practices within the Sadiola, Yatela and Bamoko Security teams including the effective use of management systems to monitor compliance to Global Security direction and policies.
  • Create a Project Plan, training the relevant staff on the Security Teams, to ensure implementation of policy and standards, specifically pertaining to the Crisis Management Strategy, including the general Security Plans and Policies, in support of negating security threat and associated risk and audit compliance to identify gaps to be addressed.
  • Audit and Investigate opportunities for the improvement and upgrading of all automated safety systems, in support of the Crisis Management Operational Plan.
Stakeholder Engagement  & Communication
  • Engage / collaborate with internal & external stakeholders to maintain effective working relations to ensure that security operations at all Mali mining operations for the company are conducted within regulatory jurisdiction and globally accepted social and human rights standards.
  • Establish networks in country, liaising with appropriate forums and governmental agencies and staff, to stay abreast of developments and proactively manage potential security risk which could negatively affect the Operations (mine).
  • Continued and on-going liaison with Senior Managers and Contractors regarding security issues in order to solve security and emergency issues when they arise
Specialist Advice:
  • Accountable to be the Subject Matter Expert in Security for Mali on a fixed term basis.
  • Provide technical specialist support and advice through collateral and cross functional approaches that will enable the security discipline to identify, develop, implement and maintain security processes to reduce risk, respond to incidents and limit exposure to liability, in order to reduce financial loss and reputational damage to Sadiola Mine and the CAR.
  • Providing Crisis Management and Emergency Response Training to applicable staff including Contractors and Expats.
Reporting, Monitoring & Evaluation 
Providing direct output to the SVP: Mali by:
  • Ensuring that all security reporting is aligned with standards, guidelines and schedules;
  • Audit current Security Plans and Processes against the required effectiveness of the global security framework and recommend continuous improvement to the GM and Security Manager.
Compliance
Provide direct output to the SVP Mali in:
  • Audit and Design an Improved Security Strategy and Behavioral Model, which can be embedded through Specialist Training Programs for the Country Security Teams, in order to ensure operational compliance with sustainability criteria defined by the Voluntary Principles on Security and Human Rights.
  • Ensuring compliance to the Metallurgical and Mining Global Security Standards
  • Ensuring that issued standards and relevant security issues are interpreted as intended.
Risk Management
Provide direct output support to the SVP: Mali in: 
  • Establishing a sustainable process to identify, assess and rank security risk as these relate to all operations in Mali, in order to create a framework for the Security Team to promote a security and risk-aware culture, ensure that any potential impact is understood, and facilitate effective decision making and security risk mitigation.
  • Identification, analysing and interpreting of security risks within all Mali mining operations for the company, and design new systems with implementation plans, to ensure the Security Team implement and mitigate identified risk, to protect people and to prevent and reduce loss of the assets.
  • Commissioning and managing independent verification audits.
  • Design Annual Security Plan, including the rules and criteria for conducting asset risk management assessments, ensuring the Security Teams are trained to conduct these and to report on the findings.
QUALIFICATIONS AND EXPERIENCE:
  • A qualification in Global Security Management or equivalent
  • Relevant tertiary qualification or equivalent in Security and or Crisis Management
  • 8 - 10 years in security management preferably in the mining industry and or associated business fields of which 5 years should have been in a senior managerial capacity.
  • An in-depth competence in Crisis and Counter Terrorism Strategy and Implementation of Crisis Plans.
  • Specific experience in a conflict situation, dealing within a corporate environment will be an advantage
  • Extensive understanding of the socio-political environment of North and West Africa will be critical. In-depth understanding of the Mali governmental position and public support during Crisis Management situations will be required.
  • The incumbent will have to be trained in the cultural nuances of the country and be sensitive to the behavioral culture in all dealings with the public and the corporate employees as well as the AGA Global Security Framework.

REMUNERATION:
Salary will be in accordance with the AngloGold Ashanti Schedule of Salaries.
