Purpose of the Position
To strengthen UNICEF's engagement of peacebuilding, conflict sensitivity, and post-conflict transition, at the level of
global inter-agency policy fora and country-specific co-ordination mechanisms, as well as at inter-agency national
planning and UNICEF Country Programme level. Supports integration of peacebuilding and conflict sensitivity in UNICEF
at HQ, Regional and Country Office levels, including capacity development, development of policies, systems, guidelines
and tools, particularly for integration into Country Programmes. Supports the development of strategic partnerships at all
levels.

- UNICEF capacity strengthened at all levels (HQ, RO, CO) in peacebuilding, conflict sensitivity and post-conflict
transition.
- Children's rights and issues advanced in global inter-agency peacebuilding policies and fora, and in national
peacebuilding plans.

KEY ACCOUNTABILITIES and DUTIES & TASKS
- Maintain an up-to-date assessment of the situation of women and children affected by conflict, ongoing developments
with regard to innovations in peacebuilding and conflict sensitivity and review and analyze impact and lessons learned.
Regularly present findings in consolidated reports and briefing notes as requested for use by OED, EMOPS Director's
Office, PRS Section Chief and other senior level decision makers. Write position papers for use in the development of
UNICEF global programme policy.
- Monitor developments at the international, national and regional levels which are relevant to UNICEF policy directions
and programme thrusts in the peacebuilding, post-conflict transition arena. Develop methodologies and identify new
approaches for effective UNICEF programme delivery.
- Support the global Peacebuilding and Education Programme, led by Programme Division, to ensure peacebuilding
technical quality. Recommend and implement capacity building strategies in the area of peacebuilding and conflict
sensitivity, including those related to the Peacebuilding and Education Programme, guiding principles of UNICEF's MTSP,
Transition Strategy, and support their implementation in the field through the development of appropriate guidance, tools
and training modules.
- Support UNICEF participation and contributions to the development of country-specific joint integrated peacebuilding
strategies in conjunction with the Peacebuilding Commission, Peacebuilding Support Office and Peacebuilding Fund.
Represent UNICEF in Peacebuilding Core Group, Post-Conflict Needs Assessment Advisory Group, inter-agency country
specific task forces, support UNICEF participation in Sr Peacebuilding Group, and provide guidance and strategic advice
to RO and COs in the countries concerned.
- Informed by up-to-date knowledge of good practice and relevant policy developments, define and promote UNICEF's
positions in the area of children, peacebuilding and post-conflict transition in international/national meetings and
workshops, as well as inter-agency and partner fora, academic and research institutions.
- Represent UNICEF in the Framework Team Expert Reference Group on conflict prevention, coordinate UNICEF
participation and contributions to the FT country-specific inter-departmental discussions and provide guidance and
support to UNICEF RO and COs in the countries concerned.

Qualifications of Successful Candidate
i. Education
Advanced university degree in social sciences, international relations, international development, conflict studies, political
science, and/or public policy.
*A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu
of advanced university degree.

ii. Work Experience
Eight (8) years of progressively responsible professional experience at national and international levels in international
development, peacebuilding and post-conflict transition, preferably including programme management, policy advocacy,
strategic planning, and inter-agency co-ordination.

iii. Language Proficiency
Fluency in English and another UN working language as required, preferably French.
