Action research consultant , Indonesia


Chemonics seeks an action research consultant for the ongoing USAID-funded Higher Education Leadership and Management (HELM) project for strengthening capacity in the higher education sector in Indonesia. The project supports four core management areas: general administration and leadership, financial management, quality assurance, and collaboration with external stakeholders. These areas are critical to enabling institutions to adopt, deliver, and sustain quality teaching, research, and service. A key portion of the capacity development for current and rising Indonesian higher education leaders is an action research program, carried out through a combination of a one-week, guided, study tour to either Thailand or the Philippines and a six-month guided action research project.  The study tours were conducted in the fall of 2012 and the follow up action research projects will be completed in June 2013. We seek an individual who can conduct an external review of the action research program to assess its value on an individual, institutional, and program level as well as provide detailed recommendations for program improvements for the future.

Responsibilities include: 
  • Interview participants and leaders at each site and gather information to conduct a thorough review of all components of the 2012 action research program. The external evaluation shall have a focus on redesigning the program within the constraints of similar programmatic resources but on a slightly adjusted and longer time-frame (January-November 2014) to enhance program impact and sustainability for future iterations.
  • Review program documents and gather background information and resources from HELM staff as well as from participating institutional partners, including interviews with the action research participants and other leaders to gather, information including, but not limited to:
    • What was the value of the study tour?
    • How can the study tour be improved?
    • What was the value of the project mentoring?
    • How can mentoring be improved?
    • What was the value within the HEI of the action research project itself? 
    • What was the value of the study tour on an individual level?
    • What was the value of the research project on an individual level?
    • Were there any sustained improvements in leadership or management? 
    • How could individual level impact be expanded?
    • How could the program overall be improved?
    • How could results be amplified?
Qualifications:
  • Bachelor's degree required; advanced degree preferred
  • 10 years of experience in higher education institution-expertise in action research at the university level
  • Familiarity with Indonesia and USAID-funded projects preferred but not required
  • Proven ability to excel as a results-oriented, independent, team player; excellent interpersonal skills
  • Demonstrated leadership, versatility, and integrity
  • English fluency required
