Consultant on quality data collection and analysis

Project Title/Department: “Strengthening national capacities to address emerging challenges to fight the spread of the three diseases (AIDS, Tuberculosis and Malaria)”
Reports to: Programme Officer on Public Health
UNDP will be supporting national partners, including members of the Country Coordination Mechanism (Multisectoral Expert Council/ MEC in Uzbekistan’s context) and its secretariat to halt the spread of the three diseases (AIDS, Tuberculosis and Malaria) through strengthening their oversight and coordination capacities.
The major issue preventing the Secretariat from obtaining up to date information from the regions is insufficient quality of data collected at the local level that would ensure evidence based decision making process. There is a need in establishing the fully functioning mechanisms for quality data collection, analysis and disaggregation from local to central level MEC.
It is expected from the incumbent that the proper analysis of existing constraints in the quality data collection from and within the respective key sectors and the way it is accumulated at the oblast level MEC representatives. The relevant recommendations to be provided on how to address these constraints.

Duties and Responsibilities

  • To conduct an analysis or survey, including review of existing national documentation to outline the current situation with the data collection and analysis with regard to HIV, TB and Malaria. This exercise should help to understand: a) main mechanisms and/or methods of data collection; b) frequency of data collection; c) data validation process, if any; d) how data is being used for decision making: roles and responsibilities.
  • To meet with respective establishments responsible for data collection and identify main bottlenecks or advantages to be used for leveraging purpose.
  • To develop Standard Operating Procedures (SOP) for data collection for sectors (health, education, interior, finance, judicial) that are critical with respect to HIV, TB and Malaria response
  • As part of the SOP, to develop Terms of Reference for specialists from the abovementioned sectors assigned to collect such data
  • Facilitate a meeting of the task force (to be established at ad hoc bases) to validate or pre-test the SOP;
  • To prepare a training module and conduct 2 stages training on data collection, disaggregation and analysis: first for both MEC representatives at oblast level and their technical staff; second – for technical level specialists assigned to collect data.
  • To adjust/review the module and SOPs in order to reflect recommendations received after the first training if needed
Deliverable:
Based on finding from analyses or survey about the situation with the data collection and analysis to conduct 2 trainings on data collection and analysis, provide the analysis of the existing situation with the data collection, submission of the training modules. Deadline: end of April
To develop and submit SOP for data collection and relevant terms of references for the key specialists responsible for data collection at local level. Deadline: end of May
Payment Conditions:
This is a lump sum contract where the payment will be made in USD in 2 (two) installments to be issued upon full completion of the tasks indicated in “Deliverables” and their approval by Programme Officer on PH and upon submission of Certification of Payment for each installment as well as Performance Evaluation Form (PEF) on the works performed as indicated in this TOR for the final payment.

Required Skills and Experience

Education
  • A Masters Degree in Public Health, Health, Economics, Social Sciences, or related area.
Experience
  • At least 5 years’ experience at  the international  level in monitoring and evaluation, data collection in the area of HIV/AIDS or public health, knowledge of multisectoral coordination.
  • Experience in providing management advisory services and preparing implementation planning documents for the Global Fund grants
  • Experience of Global Fund grant management is an asset
  • Experience in HIV/AIDS work in CIS countries.
  • Experience in writing training modules and conducting trainings
Language requirements
  • Fluency in oral and written English and Russian.

Individual consultant will be evaluated based on the following methodologies:
Cumulative analysis
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
  • a) responsive/compliant/acceptable, and
  • b) having received the highest score out of a pre - determined set of weighted technical and financial criteria specific to the solicitation.
