Deputy chief of party Afghanistan

Chemonics seeks a deputy chief of party for an anticipated four-year USAID-funded task order under the Public Financial Management IDIQ designed to provide technical assistance on trade agreements, World Trade accession, and rules compliance; organization of regional trade fairs and private sector matchmaking events; and capacity building for the implementation of reforms in customs, as well as value-added tax in Afghanistan. We are looking for individuals who have a passion for making a difference in the lives of people around the world. 

Responsibilities include: 
  • Assist the chief of party in overseeing implementation of liberalized trade facilitation and regional integration, customs reform, and public outreach components by providing technical expertise and managerial guidance
  • Supervise and provide guidance to regional operations and program staff
  • Assist in project management planning, other project deliverables, and reporting to our client, the Afghan government, and other key stakeholders 
  • Participate in key program planning and management activities and assist the chief of party in the implementation of the annual work plans
Qualifications: 
  • Advanced degree in trade facilitation, financial policy, economics, or a related field preferred 
  • Minimum 10 years of experience with Ph.D., 12 years of experience with masters or J.D., or 15 years of experience with a bachelors degree 
  • Experience in post conflict or transitional countries
  • Experience managing (as chief of party, deputy chief of party, or similar position) a large or complex development project
  • Demonstrated leadership, versatility, and integrity 
  • Ability to communicate effectively orally and in writing  
  • Qualified Afghan nationals are encouraged to apply 
  • English fluency required
