Value added tax program manager Afghanistan

Chemonics seeks a value-added tax (VAT) program manager for an anticipated four-year USAID-funded task order under the Public Financial Management IDIQ designed to provide technical assistance on trade agreements, World Trade accession, and rules compliance; organization of regional trade fares and private sector matchmaking events; and capacity building for the implementation of reforms in customs, as well as VAT in Afghanistan. We are looking for individuals who have a passion for making a difference in the lives of people around the world. 

Responsibilities include: 
  • Lead the development and implementation of the VAT policy mechanism, including basic and intermediate  training and capacity building for Afghan Revenue Department (ARD) and Afghan Customs Department officials in tax administration and collections
  • Work closely with ARD officials on effective tax implementation and meeting benchmarks for government revenue that were established by the Afghan government and donor community
  • Support communications planning related to VAT 
  • Provide technical assistance in VAT process automation 

Qualifications: 
  • Advanced degree in tax administration, financial policy, economics, or a related field preferred 
  • Minimum 10 years of experience with Ph.D., 12 years of experience with masters or J.D., or 15 years of experience with a bachelor's degree 
  • Experience in post conflict or transitional countries
  • Experience managing a large staff in a complex environment
  • Demonstrated leadership, versatility, and integrity 
  • Ability to communicate effectively orally and in writing  
  • Qualified Afghan nationals are encouraged to apply 
  • English fluency required
