Save the Children has been working in Nepal since 1976. Currently, we work with 112 partners in 57 districts of Nepal in the areas of Child Rights Governance, Protection, Education, Health and Nutrition, Livelihood, HIV and AIDS and Emergencies. Our 2012 budget is approximately USD 29 million with the reach of approximately two million populations.

In Bhutan, Save the Children started working in 1982 as a national development partner for the Royal Government of Bhutan, providing financial and technical support in the areas of Education, Child Protection and Emergencies.

Save the Children International is looking for Deputy Coun try Director – Programme Development and Quality for Nepal and Bhutan to join our team. This is a 2-year assignment based in Kathmandu, Nepal.

Role purpose:
As a member of the Senior Management Team (SMT) in Nepal, the Deputy Country Director of Programme Development and Quality shares in the overall responsibility for the direction and coordination of the Country Office programme. S/he is responsible for overseeing the development of high quality, innovative programmes that deliver immediate and lasting change for children and monitoring the quality of the implementation of those programmes. Ensures the sharing and learning of Save the Children experiences and effective advocacy plans and measures are in place aligned with Save the Children strategy of Theory of Change. S/he will ensure the programme team gets high quality technical support to establish the Country Office as the lead organisation in demonstrating and disseminatin g the replicable solutions for the problems faced by children in Nepal. In addition, the post holder coordinates and oversees exchange of technical assistance with Bhutan Programme.

Key areas of accountability:
- Provide strategic vision and direction to the Save the Children Nepal programme, ensuring the reach of marginalised children, relevance to the local context, Save the Children’s global initiatives and advocacy objectives of the members.
- Take a lead role in developing and /or reviewing Country Program Strategies and Country Annual Plans, ensuring high quality and coordination of all technical input to country strategy, proposals and reports.
- Support the Deputy Country Director - Programme Operations in the implementation and monitoring of all longer term technical goals, objectives and policies.
- Coordinate with Bhutan National Director to develop technical assistance plan from Nepal on an annual basis and update the plan on semi-annual basis.
- Ensure coordination of, and technical and field input into, proposals and proactively and regularly communicate planned requirements for program design and implementation to relevant CO departments/functions.
- Take lead in developing tools and maintaining robust systems of programme/project monitoring, evaluation, accountability and learning to measure achievement and progress toward programme goals and results by working closely with programme operations department.
- Takes lead in identifying advocacy issues and a strategy for the CO based upon the evidences and develops organisational positions in each relevant thematic area of the CO including advocacy methods and modalities in close consultation of the Media and Communication Department and Programme Operations Department.
- In close consultation of thematic and regional programme managers, develop new programmes, funding proposals and concept notes in li ne with best practices and SCI strategic priorities and technical advice from members.
- Ensure learning by the country programme from relevant best practice both internally and externally and assess performance regularly against agreed programme objectives and indicators
- As a member of the Senior Management Team (SMT) in Nepal, share the overall responsibility for the direction and coordination of the Country Office.

Qualifications and experience:
- Higher education (Masters’ degree) in relevant social science.
- A minimum of seven years of management and/ or development experience in a corporate or an NGO environment, including experience directing and implementing programs for children.
- Outstanding project cycle management and coordination
- Recognised leadership role in two of CO’s prioritised thematic areas at National level
- Solid experience of new programme development, netwo rking and building rapport with donors and host government.
- Developing and managing monitoring, evaluation and learning systems.
- Good analytical skills. Effective negotiator, with the ability to positively influence cross departmental and cross sector working.
- Credibility to lobby, influence and represent Save the Children at all levels.
- Resource management, training , capacity building, coaching skills
- Fluency in written and spoken English
- Fluency in written and spoken Nepali is desirable.
