Experts for Disarment, Demobilization and Reintegration Programs in Syria
There will be a MDTF “Recovery Syria” . The Fund will be managed by a separate unit responsible for the entire process of programming, financial management and procurement. GFA is tendering for the setting-up and managing this unit which probably will be based in Eastern Turkey and operate both in Turkey and Syria.
We are now looking for experts in Disarmament, Demobilization and Reintegration Programs (timeframe would be around 8 months /year during 3 years)
Key Responsibilities:
•To provide expertise in Disarmament, Demobilization and Reintegration (DDR) Programs in the establishment and operation of a forthcoming Financing Window of the Fund
• To assist in the assessment of needs and design of criteria of eligibility for project proposals under the forthcoming financing window;
• To assist the Regional and Country Specialist in the appraisal of project proposals related to DDR, including foodfor-work and cash-for-work programs;
• To train local implementing partners in designing, preparing and monitoring DDR Programs;
• To monitor approved project proposals in the forthcoming financing window and report to the COO on corresponding progress and challenges
Minimum qualifications:
•At least 10 years of experience in managing Disarmament, Demobilization and Reintegration (DDR) Programs in post-conflict countries for a major international organization or NGO with donor support
•Knowledge of and experience in designing food-for-work and cash-for-work programs
•Experience in capacity and risk assessment of implementing partners for DDR Programs
•Good knowledge of project cycle management in emergency aid and/or development cooperation
•Knowledge of and experience in project evaluation techniques
•Familiarity with the socioeconomic context of the Syria and/or neighboring countries
•Ability and readiness to work and live in an off-capital environment on the Turkish-Syrian border
•Ability and readiness to travel frequently, including field trips to Syria if and when the security situation allows to
•Fluency in spoken and written English
Additional advantages:
•Access to a Civil Society Organizations in Syria, including International NGOs with field presence in the country
•Experience in working in Syria and/or neighboring countries
•Working knowledge of Arabic
