JOB CONTEXT: Laos is one of the most polluted countries in the world. Handicap International has been present in Laos since 1996 and currently operates a number of different project including improving help to person with disabilities, road security and safety and the clearing of unexploded ordinances. This last project is on an operational strategy of 4 years.
JOB DESCRIPTION: Under the supervision of the Head of Mission, You will be based in Vientiane with a lot travel to plan to Sepon in the first time of your mission. It is new for the Support Service coordinator to be in Vientiane. For this reason the first stake of your mission will be to follow the support service team in Sepon and to put in place efficient communication and control mechanism between the 2 sites. Another of your short term objective will be to work with the Head of Mission on developing fundraising.
You will be responsible for the following areas: • Contribute to the elaboration and application of the Country Programme Framework • Manage financial resources of the programme • Define the salary, social and training policies and pilot the application of HR process • Ensure the good organisation and functioning of support services • Ensuring compliance with local administrative and legal laws of the programme and the establishment of a legal framework • Management of your team and development of their autonomy • Guarantee the management of the programme logistic service in the respect of our internal procedure and donors’ one. You will ensure that logistic support is in line with the programme extension strategy.
You will be in charge of managing an administrative team of 2 staff.
CANDIDATE PROFILE: You will have : • Graduate degree in business management and administration, finance, or economics, or Administrator training from Bioforce. • At least 3 years in a similar experience in the humanitarian sector • Good finance management experience, fundraising • Experience in team management and capacity building • Real interest / penchant for Logistic
Desired: • Previous field work experience in south east Asia REQUIRED LANGUAGE SKILLS: Fluency in English is essential / Operational knowledge of French would be an advantage
EMPLOYMENT CONDITIONS: SINGLE OR COUPLE OR FAMILY DEPARTURE POSSIBLE Salary: 2100 to 2400 Euros gross salary/month + 457 Euros net expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children Or Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance+ indemnity for partner and children
