This position is located in the Bureau for Management, Office of Acquisition and Assistance (M/OAA), at State Annex (SA-44) in the Federal Center Plaza Building, whose mission is responsible for directing and managing its worldwide acquisition and assistance program and, as such, it’s integral and critical to the delivery of the Agency’s annual development and humanitarian assistance program portfolios.  

Serves as the Division Chief in the Bureau for Management, Office of Acquisition and Assistance, Policy Division, which reviews and interprets the Federal Acquisition Regulations (FAR); and develops and issues the USAID Acquisition Regulations (AIDAR), setting forth policy standards, guidelines, procedures, and instructions regarding USAID contracts.  Develops policy and provides advice and assistance on matters concerning contracting for personal services.  Incumbent serves as a focal point within USAID for the formulation, development and interpretation of procurement and assistance policy, procedures, standards, guidelines and regulations.  This position reports to the Deputy Director for Accountability, Compliance, Transparency & System Support (ACTS).

DUTIES:

 
  • Performs the administrative and human resource management functions relative to the staff supervised.
  • Recognized as an agency expert in formulating new procurement policies that have a broad or long-range impact on the procurement program of the agency. Issues policy and procedural guidelines to increase effectiveness and uniformity in the management and administration of acquisition programs, and to comply with government-wide requirements.
  • Provides expert advice and guidance on government programs and policies which are of significant interest to the public and Congress.
  • Researches and writes reports or other working documents that provide authoritative guidance on complex and wide-impacting program issues. Coordinates the contribution of other writers or subject-area experts to important documents.
  • Provides authoritative guidance and leadership to programs impacting one or several major agency organizations. Plans, organizes, and carries through to completion analytical studies involving the substance of key agency programs.
  • Provides authoritative guidance in the resolution of complex problems or issues impacting major agency programs. Leads analysis of projects, issues, or programs impacting all or most agency organizations.


QUALIFICATIONS REQUIRED:

  1. The position requires expert knowledge for formulating new procurement policies which have a broad or long-range impact on the procurement programs. 
  2. Ability to advise top management during executive and/or legislative decision making process on procurement issues and policy proposals, which involve exceptional controversy, intensive legislative interest or initiatives. 
  3. Skill in generating new procurement concepts to resolve problems or issues arising from uncertainties involving the legislation, authorties, and scope of the programs resulting from intense Congressional interes.
To qualify for this position at the GS-15 level you must have at least one year of specialized experience equivalent to the GS-14 grade level in the Federal Service.  Examples of qualifyingspecialized experience includes: knowledge of contracting principles, laws, regulations and procedures applicable to pre-award and/or post-award actions sufficient to procure and/or administer contracts for major development, testing, and/or production, or mastery of a procurement functional area sufficient to provide expert technical leadership, staff coordination, and consultation including responsibility for formulating guidelines, implementing new developments, and providing policy interpretation. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Basic Requirements for GS-13 and Above

  1. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
    AND
  2. A 4-year course of study leading to a bachelor’s degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  3. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
  4. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.


Time-in-grade requirements must be met by the closing date.  This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.  This requirement does not apply when applying under the Veterans Employment Opportunity Act (VEOA) competitive appointing authority.  This allows veterans that meet the criteria below to apply to announcements open to Federal employees only.
