Funding Co-ordinator , Lebanon and Jordan


Salary: £25,094 - £33,938 p.a. pro rata net (Net = take home pay. Oxfam will meet the tax and social security liabilities of post-holder in addition to net salary).
Fixed-term contract - asap until 31st Dec 2013

Key responsibilities:
• Lead or support on establishing and maintaining up-to-date funding strategies and plans • Research new funding prospects • Ensure effective coordination with Oxfam GB and other Oxfam Affiliate colleagues at country/regional/HQ level (as appropriate to context) to ensure country/emergency response overview of funding, proposal submissions and donor liaison • Lead on or contribute to establishing and maintaining up-to-date funding grids and updates • Lead or support country/regional team and partner organisations in developing and submitting quality concept notes and proposals • Lead or support on negotiating donor contracts favourably in line with Oxfam standards • Support programme teams to effectively manage donor contracts, including the timely submission of quality reports • In conjunction with the country/regional team, represent Oxfam to donors and other external stakeholders as appropriate • Assess and strengthen the capacity of colleagues in the planning, securing and management of restricted funds using appropriate methodology, such as formal training, technical guidance, coaching and accompaniment • Ensure that funding files, both electronic and paper, are complete and kept up-to-date
Skills and Competence:
• Experience of planning for, securing and managing funds from institutional donors, such as DFID, ECHO, SIDA, OFDA and UN • Knowledge of PCM and humanitarian/development programming • Experience of writing quality proposals and reports • Ability to represent Oxfam to donors and other external institutions • Experience of capacity building, preferably in funding, including coaching and delivering training at individual and group level • High level of numeracy, budgeting, financial reporting and IT skills • Highly developed interpersonal, communication and influencing skills – both written and verbal • Ability to work effectively with others in diverse team situations to achieve fundraising targets • Self-motivated, target-driven and a proactive approach to funding • Ability to adapt to working in a challenging environment, in potentially insecure locations, with limited connectivity. • Ability to manage time effectively, and adapt priorities to respond to changing demands and tight deadlines, across multiple time zones • Organisational awareness
Desirable • Knowledge of NGO programming in emergencies • Knowledge or experience of Oxfam’s programme work • Knowledge of Oxfam GB’s internal contract management system (“PEOPLESOFT”) • Proficiency in Arabic • Knowledge of the region
