JOB CONTEXT: Laos is one of the most polluted countries in the world. Handicap International has been present in Laos since 1996 and currently operates a number of different project including improving help to person with disabilities, road security and safety and the clearing of unexploded ordinances. This last project is on an operational strategy of 4 years.
JOB DESCRIPTION: Under the supervision of the Service Support Coordinator, you will participate in setting up of the reorganisation of our support service, bringing the necessary support for the extension of our activities and respecting our procedures. The main objective of this mission is for you to manager to organise and follow the support services team in order for this team to become more and more autonomous. This will be possible once the daily management of the base is guaranteed.
You will be responsible for the following areas: • Managing financial resources of the base • Implementing the program HR strategy of the base and providing administrative management of human resources : recruitment, salary grid, HR policy, management of contracts, training • Managing the support services team and develop their autonomy • Ensuring compliance with local laws and the establishment of a legal framework • Guarantee the management of the programme logistic service in the respect of our internal procedure and donors’ one: general services, procurement, equipment, vehicle fleet and stocks • Establishing an administrative and an operational framework : management of the contracts for the living and work premises
You will be in charge of managing an administrative team of 3 staff.
CANDIDATE PROFILE: You will have : • Graduate degree, ideally in business management and administration, finance, or economics, or Administrator training from Bioforce. • 1 to 3 years experience as an administrator in the humanitarian sector • Real interest / penchant for Logistic • Dynamic, capacity to adapt, good interpersonal skills
Desired: • Team management • Previous field work experience in south east Asia
REQUIRED LANGUAGE SKILLS: Fluency in English essential Operational knowledge of French would be an advantage
WORK ENVIRONMENT: The position is based in Sepon which is isolated. You will need to be able to leave with basic conditions, and not a lot of interaction and social life.
EMPLOYMENT CONDITIONS: SINGLE DEPARTURE ONLY Salary: 2000 to 2300 Euros gross salary/month + 457 Euros net expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance Or Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance
