Organizational Setting

The objective of the Department of Nuclear Energy is to foster the efficient and safe use of nuclear power by supporting interested Member States in improving the performance of nuclear power plants, the nuclear fuel cycle, and the management of nuclear wastes; in catalysing innovation in nuclear power and fuel cycle technologies; in developing indigenous capabilities for national energy planning; in deploying new nuclear power plants; in preserving and disseminating nuclear information and knowledge; and in advancing science and industry through improved operation of research reactors.

The Division of Nuclear Power comprises the Nuclear Power Engineering Section, the Nuclear Power Technology Development Section, the Integrated Nuclear Infrastructure Group and the International Project on Innovative Nuclear Reactors and Fuel Cycle Group. The Division provides core engineering, technological, human resource development and management support to interested Member States in the field of nuclear power.

The Nuclear Power Engineering Section assists interested Member States in the development of the safe operation of existing and future nuclear power plants and in the expansion of existing nuclear programmes. It provides guidance and encourages information exchange on engineering aspects of design, construction, commissioning, operations, maintenance, decommissioning; management and management systems; human resource development and performance improvement; expansion planning and strategies; and stakeholder involvement.

Main purpose

As a member of a team reporting to the Head of the Nuclear Power Engineering Section, the Training Specialist ensures a results-oriented programmatic response to Member States' priorities by organizing training programmes, workshops and technical meetings, preparing state-of-the-art reports on nuclear industry personnel development, including SAT-based training and qualification, manager development, HR systems and training development in relation to assistance and advice given to Member States.

Role

The Training Specialist is: (1) a specialist in all aspects of human resource development and training, including e-learning of nuclear facilities; (2) a technical officer, arranging and conducting activities required for the successful and timely publication of technical documents, as an outcome of tasks in the field of human resource development and training of nuclear facilities under his/her responsibility and as defined in the IAEA programme; (3) a scientific secretary, planning and leading moderately complex technical meetings; and (4) a partnership builder, establishing, developing and maintaining an international network for nuclear industry managers, HR and training specialists to share and discuss issues related to personnel training and HR development in the nuclear industry.

Partnerships

The Training Specialist ensures the overall coordination of Member State experts participating in network activities by planning and implementing nuclear power training activities and facilitating the sharing of information and experience among network participants. He/she organizes communication and exchanges on project-related matters among all the countries participating in the network. He/she also has a key role in facilitating the sharing of experience and transfer of knowledge in the field of human resource development and training in nuclear facilities. He/she is responsible for coordinating projects and activities related to advanced training methods and their application (including e-learning).

Functions / Key Results Expected

  • Coordinate, facilitate and implement the various meetings organized within the scope of the human resource development and training of new nuclear power plants, with a special focus on workforce planning.
  • Identify needs, plans and publication prospects of guides and reports aimed at assuring improved operation and safety of nuclear facilities through improvement in the effectiveness of human resource development systems and processes including specialist tools and techniques.
  • Monitor the needs, implementation, operating experience and current practices in nuclear facility human resource development in Member States, collecting and evaluating relevant data.
  • Advise on and support human resource development system improvement and management actions in Member States through NPES programme activities with involve, inter alia, the following: preparation of technical reports and other guidance, organising meetings/managing networks for exchange of experience and transfer of relevant knowledge to Member States.
  • Provide technical management and support of TC projects as Technical Officer. Develop action plans to achieve project milestones and objectives (including evaluation); organize and participate in seminars, workshops, training courses, expert missions, and meetings with Member State counterparts concerning project progress and implementation.
  • Operate and maintain a network and an Internet-based web page on SAT-based training and development management and implementation issues.
  • Coordinate efforts of the section in the area of advanced training, including e-learning, methods.

Knowledge, Skills and Abilities

  • Good knowledge of principles and practices in nuclear human resource development and training, including e-learning.
  • Planning and organizing skills and the ability to set clearly defined objectives in the area of advanced training; ability to plan activities/projects well in advance, taking into account possible changing circumstances; ability to identify and organize required resources, including external consultants, and to monitor performance against deadlines and milestones.
  • Strong communication skills and ability to write technical documents in a structured manner and to deliver effective oral presentations.
  • Excellent interpersonal skills, including the ability to operate effectively across organizational boundaries and the ability to establish and maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.

Education, Experience and Language Skills

  • University (or equivalent) degree in the field of human resources development or related field.
  • At least five years work experience in training and/or human resource development in the nuclear power industry.
  • Experience working in a national or international nuclear organization or institute is desirable.
  • Experience in establishing networks/communities of practice in the nuclear industry.
  • Knowledge and experience in advanced training technologies, including e-learning in the nuclear industry.
  • Experience in technical writing in English in order to produce and review documents related to human resource development and training in nuclear facilities.
  • Fluency in spoken and written English. Knowledge of another official IAEA language (Arabic, Chinese, French, Russian, Spanish) is an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 091 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $30 457*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
