Organizational Setting

The Department of Nuclear Safety and Security formulates and implements the IAEA’s Major Programme 3, “Nuclear Safety and Security”, which encompasses the IAEA’s activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States. The Office of Nuclear Security is responsible for coordinating and implementing the IAEA’s nuclear security programme to prevent, detect and respond to acts of nuclear terrorism and threats thereof. The Information Management and Coordination Section provides the information required for the planning, prioritization, coordination, monitoring and reporting that underpin the effective implementation of the IAEA’s activities to assist Member States in meeting their obligations to establish a strengthened nuclear security regime. To address States’ needs, Section staff work with Member States officials to jointly develop the Integrated Nuclear Security Support Plans. Mechanisms are provided to support the appropriate management of these activities and to provide for coordination and reporting functions. The Section is also responsible for collecting and analysing the information on illicit trafficking and other nuclear security related events in order to assess what action is needed, for compiling such data into consistent plans for the implementation of security activities, and for coordination between Member States. Furthermore, it liaises with other international technical organizations and Member States to enhance cooperation and increase the outreach of nuclear security information.

Main purpose

The Nuclear Security Information Officer contributes to providing the information platform on which the effective and efficient implementation of the IAEA Nuclear Security Programme and the IAEA’s Nuclear Security Plan 2010-2013 is substantially based.

Role

The Nuclear Security Information Officer is an Analyst and technical officer of information and cyber security issues related to nuclear security, a Specialist in identifying and developing new technical guidance for Member States, and a Project Manager of IT development work both by in-house and external contractors and consultants.

Partnerships

The Nuclear Security Information Officer works with staff across all sections in NSNS on information and cyber security analysis and technical product development. He/she provides reports and briefings to the Section Head and Director on these issues as required. The Nuclear Security Information Officer liaises with other NS divisions and the SG Division of Information Management on and information and cyber security issues and works with IAEA IT specialists on new information assets, including defining user needs, project definition and work implementation schedules. The Nuclear Security Information Officer works with external IT and security consults and contractors to develop and implement information and computer security products and services. The Nuclear Security Information Officer liaises with Member States by organizing and chairing consultancy meetings, through bilateral information exchanges and by providing briefings. The Nuclear Security Information Officer liaises with other regional and international organizations on information exchange issues and by providing briefings and analytical products.

Functions / Key Results Expected

Analyses information and cyber security information to identify patterns and trends, threats and risks, potential weaknesses and vulnerabilities in nuclear security systems worldwide. Conducts technical writing and review for guidance document related to the information and cyber security for Member States. Supports the development of the NUSEC Cyber Security User’s Group web portal by developing and managing web content. Identifies new information resources, coordinates with international experts, and consults Member States in developing consensus guidelines for recommended cyber security practices at nuclear and other radiological facilities. Develops new training material to address Member State’s needs in information and cyber security. Manages and supports internal IT projects related to nuclear security information analysis. Prepare technical information for MTPI to brief senior staff, Member States, other regional and international organizations and the media, on information and cyber security processes, developments and outputs. Provides support and relevant expertise for the Incident and Emergency System (IES) and participates in associated training and exercises. Carries out other duties as assigned.

Knowledge, Skills and Abilities

Extensive knowledge and experience in fields of computer science; information security, and computer security; terrorist activities and intentions, and other malicious acts. Thorough knowledge of IAEA Nuclear Security Programme including the processes by which nuclear security needs are identified, prioritized and addressed, an advantage. Operational knowledge or experience in i) industrial computer systems and ii) nuclear power plant or nuclear fuel cycle facilities are desirable. Excellent analytical skills including experience with advanced open source search techniques and analytical methodologies. Demonstrated ability for teamwork, sense of organizational orientation and open and innovative approach. Proven ability to work in a security sensitive environment. Sound knowledge of IT systems and applications sufficient to communicate user requirements to IT specialists. Proven ability to coordinate and focus expert assistance in a results-based approach. Accomplished briefer and public speaker. Sound judgement especially in the context of relations with Member States, other international organizations and the media. Excellent computer skills. Excellent English writing skills.

Education, Experience and Language Skills

University degree in computer science, computer security, information technology, electrical engineering or related fields. Post graduate degree in computer security, nuclear engineering, nuclear security or related subjects is desirable. A minimum of five years of experience, in information and computer security of which at least three must be at the international level. Fluency in spoken and written English. Knowledge of other IAEA official languages (i.e. Arabic, Chinese, French, Russian, Spanish) an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 091 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $30 457*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
