Organizational Setting

The Department of Nuclear Safety and Security formulates and implements the IAEA's Major Programme 3, "Nuclear Safety and Security", which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.

The Office of Nuclear Security is responsible for coordinating and implementing the IAEA's nuclear security programme to prevent, detect and respond to acts of nuclear terrorism and threats thereof.

The Detection and Response to Malicious Acts Section provides assistance to Member States, upon request, in their efforts to establish the necessary infrastructure to combat illicit trafficking in nuclear and other radioactive material. These activities include assisting States in their efforts to establish or strengthen capabilities for the effective detection of radioactive material at borders and other locations, and their capabilities to respond to nuclear security incidents, should they occur, and also to establish or improve nuclear security at major public events. To address States' needs with respect to strengthening the second line of defence, the Section is responsible for organizing a large number of evaluation and advisory services, training courses and workshops, and for the provision of technical advice and support. In addition, it convenes meetings with Member States' experts aimed at further development of the methodology used and at development of the nuclear security framework, which includes recommendations and guidelines relevant to the detection and response activities. The Section interacts with organizational entities in all the other IAEA Departments and with other international organizations.

Main purpose

Under the supervision and guidance of the Section Head, the Nuclear Security Officer assists with the implementation of the activities included in the Integrated Nuclear Security Support Plans (INSSPs) for individual countries for the enhancement of nuclear security at the national level and worldwide.

Role

The Nuclear Security Officer is: (1) a team member, assisting with the planning, preparing, coordinating, executing and documenting nuclear security evaluation missions; (2) a team researcher andimplementer in developing nuclear security guidance documents and in implementing and monitoring the INSSPs based on this guidance; and (3) a facilitator, strengthening partnerships between the IAEA Secretariat and governmental organizations in States that are involved in nuclear security activities.

Partnerships

The Nuclear Security Officer establishes partnerships with recognized experts in States' institutions to ensure effective transfer and sharing of technical know-how. The Nuclear Security Officer promotes capacity building with appropriate UN organizations, NGOs and other relevant institutions. The Nuclear Security Officer identifies needs and response to States' interest in the various nuclear security fields, in meetings with Member States' representatives and in advisory groups. Furthermore, the Nuclear Security Officer works closely with appropriate technical departments within the IAEA, with Member States experts and other relevant international organizations to ensure implementation of activities for the detection of and response to acts involving nuclear and other radioactive materials not under regulatory control.

Functions / Key Results Expected

  • Contribute to the development of nuclear security implementing guides for use by States to detect and respond to events involving nuclear and other radioactive material not under regulatory control.
  • Contribute to assessment and evaluation service missions related to States' nuclear security capabilities in terms of the detection of and response to theft, combating nuclear trafficking and malicious acts through nuclear security evaluation missions and other activities.
  • Develop and facilitate the implementation of projects included in the INSSPs for individual countries, based on States' needs and integrate the assistance provided by other organizations in order to ensure cost-effective use of available resources.
  • Contribute to enhanced visibility and impact of the IAEA nuclear security plan by representing the IAEA at conferences, seminars, workshops and training courses on nuclear security.
  • Contribute to the application of the technical recommendations and guidelines relevant to the development of the methodology used in the nuclear security field.
  • Provide support and relevant expertise for the Incident and Emergency System (IES) and participate in associated training and exercises.

Knowledge, Skills and Abilities

  • Knowledge of the technical subjects related to nuclear security, specifically the detection of and response to events involving nuclear and other radioactive materials not under regulatory control.
  • Knowledge of nuclear security practices and methodologies and their implementation, of international binding and non-binding nuclear security related legal instruments and the roles of international organizations.
  • Excellent ability to develop project plans with multidisciplinary tasks and to implement such plans, as well as monitor their implementation.
  • Ability to work in security sensitive data environments and the ability to balance business needs and security requirements.
  • Ability to interact, build and maintain collaborative partnerships across organizational boundaries and the ability to interact effectively with internal and external counterparts in a multicultural environment with respect and sensitivity for diversity.
  • Ability to organize technical meetings, conferences, symposia, workshops and training events.
  • Knowledge and working experience in various computer-based software programmes.
  • Ability to develop, assemble and deliver effective training based on guidance documents and industry standards.

Education, Experience and Language Skills

  • University degree in science or equivalent law enforcement qualifications and experience at a senior level.
  • Five years of experience, with at least two at the international level gained from working in a national or international organization in the nuclear field, plus nuclear security experience.
  • Experience of working with government and/or governmental organizations in the area of nuclear security.
  • Excellent communication and interpersonal skills. Documented experience in project management.
  • Fluency in oral and written English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) highly desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 091 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $30 457*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
