Organizational Setting

The objective of the Department of Nuclear Energy (NE) is to foster the efficient and safe use of nuclear power by supporting interested Member States in improving the performance of nuclear power plants, the nuclear fuel cycle, and the management of nuclear wastes; in catalysing innovation in nuclear power and fuel cycle technologies; in developing indigenous capabilities for national energy planning; in deploying new nuclear power plants; in preserving and disseminating nuclear information and knowledge; and in advancing science and industry through improved operation of research reactors.

Main purpose

Under the supervision of the Departmental Administrative Officer and in close co-operation with the Project Managers and Administrative Assistants, the Finance Associate keeps track for all tasks/activities funded by Extrabudgetary (ExB) sources, prepares forecasts, analytical reports and contributes to the streamlining of the ExB processes from the pledge to reporting to donors.

Role

The Finance Associate will work in Office of the Deputy Director General and will be a part of the administration team of the Department, providing support to projects and budgets control.

Partnerships

The Finance Associate builds collaborative working relationships with project managers and other specific areas of the Agency on issues related to the ExB processes and procedures and contributes to their improvement.

Functions / Key Results Expected

  • Identify the existing and anticipated challenges in the department related to managing of ExB contributions and propose recommendations on effective monitoring and reporting of these funds.
  • Participate in working groups/one-to-one meetings with the Agency-wide Information System for Programme Support (AIPS) and International Public Sector Accounting Standards (IPSAS) project team or internal meetings on ExB funds.
  • Support Project Managers by proposing solutions for synchronisation of the ExB funded projects in AIPS with the specific requirements of donors.
  • Propose solutions for multiple approvers on a project, cross cutting as well as ExB funded projects implemented in a matrix environment, etc.
  • Facilitate the reporting needs and provide templates for the reports required by the departmental managers and the donors.
  • Finalize and maintain the ExB Contribution database/reporting until full consolidation in the AIPS system.
  • Keep track and analyse the feedback expressed by the Project Managers in NE with regard to the processes tools and policies and present the user requirements to the NE management, Budget and Finance and AIPS Support Team.
  • Prepare a calculation database in Excel for the potential cost recovery methodology.

Knowledge, Skills and Abilities

  • Professional expertise in programme planning, budget implementation and financial monitoring.
  • Strong analytical skills.
  • Solid computer skills: proficiency in macros and basic programming.
  • Experience with an Enterprise Resource Planning (ERP) system, preferably Oracle.
  • Demonstrated ability to establish priorities and plan, coordinate and monitor tasks.
  • Demonstrated strong accuracy skills to ensure the correctness and completeness of financial data.

Education, Experience and Language Skills

  • University degree in business administration, finance, or related field. A combination with nuclear/engineering education would be an asset.
  • Minimum of two years of relevant work experience, including in finance and accounting. Experience at the international level is desired.
  • Hand-on experience in working with data using VBA/macros scripting.
  • Excellent skills in spoken and written English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $46 730 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $25 374*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
