The EIB, the European Union’s bank, is seeking to recruit for its Personnel Directorate - Operations and Employee Relations Department – Employee Relations Division at its headquarters in Luxembourg, a Human Resources Lawyer.

Appointment will be made on the basis of a 4 year fixed term contract.

The HR Lawyer works in close collaboration with the other HR Lawyers and Employee Relations Staff, and reports to the Head of the Employee Relations Division. S/he interacts with all the other Personnel divisions, the Data Protection Officer, the Legal Affairs Directorate, the Office of the Chief Compliance Officer, staff members, the College of Staff Representatives. 

The HR Lawyer interfaces with EU Institutions, IFIs, professional associations and academic circles in order to legally protect the EIB interests and enable exchange of ideas/experience and stay abreast of best practice. 

The post has responsibility for driving the delivery of the legal services required by the Bank as an employer in order to provide relevant legal instruments, documents and advice for the HR function in the EIB Group and to legally protect its interests. 

The post also supports the conflict and stress management function within the Employee Relations Division.

Accountabilities

  • Provide legal solutions, documentation and advice on personnel issues – including, but not limited to employment and labour law, staff rights and benefits, Data Protection, with a specific focus on Code of Conduct, employee relations issues, Dignity at Work procedure, medical control procedures – in order to avoid legal conflicts and legally protect the Bank;
  • Contribute to the development of appropriate policies in order to ensure Personnel compliance with the Bank’s legal environment and avoid legal conflicts: contribute to the formulation of policies in specific Personnel domains and in particular for the Dignity at Work policy, the EIB Health Insurance Scheme, the Occupational Health policy, the control of absences and the invalidity/occupational diseases/incapacity policies;
  • Perform any other legal analysis and deal with any other legal file as assigned by the Head of the Well-being and Employee Relations Division;
  • Contribute to the development and management of conflict and stress management programmes and actions within the EIB.

Qualifications

  • Master’s degree in law;
  • Qualification as a lawyer with a specialisation in EU employment and labour law;
  • At least 3 years of legal professional experience in relevant field;
  • Knowledge of and/or experience with EU institutions;
  • Good knowledge of European labour and social law and documentation;
  • Good knowledge of the European Court of Justice case-law in the field of labour law and, ideally, EU staff regulations;
  • Knowledge of the HR policies, procedures and best practices including Alternative Dispute Resolution;
  • Understanding of the Bank’s mission, organisation and activities;
  • Knowledge of standard office tools;
  • Excellent knowledge of English or French and a good command of the other language (*).

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in one of the two languages.
