John Snow SPRING/Haiti Country Manager


The Country Manager serves as the representative and primary technical and management specialist for the SPRING/Haiti Project. He/She is responsible for leading, strategic planning, managing and implementing the SPRING project in Haiti. The Country Manager will serve as the primary focal point for communications with USAID/Haiti. The position will be based in Port-au-Prince, Haiti. He/She will supervise all locally hired staff. The Country Manager will report to the Country Program Manager based in Arlington, VA.
Strengthening Partnerships, Results and Innovations in Nutrition (SPRING) is a five-year cooperative agreement funded by the United States Agency for International Development (USAID) to provide state-of-the-art technical support and facilitate country-led, regional, and global programs to improve the nutritional status of women and children. The SPRING implementation team consists of JSI Research & Training Institute, Inc., Helen Keller International (HKI), the International Food Policy Research Institute (IFPRI), Save the Children (SC), and The Manoff Group (TMG). USAID Haiti has provided field support funding to the SPRING Project to work in three departments in Haiti with a focus on strengthening nutrition assessment, counseling and support services in health facilities.
RESPONSIBILITIES
Programmatic:
  1. Develop, guide and oversee all aspects of the technical and operational project management of SPRING/Haiti.
  2. Develop and implement an overall project framework in SPRING areas of operation, with particular regard to the USAID/Haiti priorities for SPRING (i.e. stunting and anemia).
  3. Lead the overall planning, coordination and technical direction of activities, including strategic planning, work plan and budget development.
  4. Oversee all program activities, including routine data collection, and assess these activities for cost effectiveness.
  5. Oversee the results reporting for SPRING/Haiti activities to monitor the project’s performance, including preparing quarterly, annual and other ad hoc reporting to USAID and SPRING/HQ.
  6. Ensure that activities are implemented in compliance with the requirements of USAID and SPRING rules and regulations.
Management:
  1. Manage relationships with donors, clients, partners, other stakeholders and SPRING/HQ and other SPRING partners in-country. Coordinate and provide technical assistance to in-country partner organizations.
  2. Represent SPRING in regional and national forums. Communicate program results and create a supportive working environment.
  3. Oversee and manage technical consultants hired by SPRING/Haiti.
  4. Ensure that the performance of the project is meeting specified results/deliverables in the project framework and take any corrective actions as necessary.
  5. Manage and oversee performance of team members.
  6. Travel domestically and internationally, as needed, up to 25%.
QUALIFICATIONS
  1. Master’s degree in nutrition, public health, social sciences, international development, or a related field; Ph.D. preferred.
  2. At least 15 years of experience leading, managing and implementing large international development projects in nutrition, health policy, health systems strengthening, behavior change communication, community development, food security and/or agriculture.
  3. Over 5 years of professional experience working in Haiti preferred.
  4. Demonstrated success across the whole range of project management: strategic program planning; work planning and budgeting; financial, administrative, contractual management and oversight; relationship management with multiple clients; oversight of program monitoring and evaluation; and documentation of results for USAID-funded programs.
  5. Superior leadership, management and communication skills to lead a multi-faceted USAID-funded nutrition project. This includes professional experience interacting with U.S. Government agencies, host country governments and other relevant stakeholders.
  6. Experience working effectively in partnership with staff, collaborating organizations, international donors and agencies, U.S. Government agencies, host country governments and ministries and other relevant stakeholders’.
  7. Excellent English language skills, both written and spoken with strong presentation skills. Ability to prepare and disseminate project findings, success stories and other documents effectively.
  8. Demonstrates strong interpersonal and organizational skills.
  9. Proven ability to supervise and mentor staff from different cultures.
  10. Has a working knowledge of Microsoft software packages: Word, Excel, PowerPoint, Outlook.
  11. Fluency in French, Haitian Creole, and English required.
