Planning, Monitoring, Evaluation and Reporting Delegates DURATION: 6-18 months (depending on location) LOCATION: Various Locations START DATE: Autumn 2013

The Canadian Red Cross Society (CRCS), a non-profit, humanitarian organization dedicated to helping Canadians, as well as the most vulnerable throughout the world, is currently seeking Program, Monitoring, Evaluation, and Reporting (PMER) Delegates to increase the success of CRC-supported projects internationally.
Applying results-based management, and associated tools (e.g., logic model, performance management framework) PMER Delegates are responsible for advising on best practices and strengthening the quality, accountability, performance and impact of CRCS recovery programming The key areas of focus include supporting program managers in robust planning, monitoring, evaluation, reporting, and knowledge management in o CRCS-supported projects. CRC approaches in working with partners and community members are: active involvement and capacity building of host national society and target community members in all phases of the project cycle from assessment to evaluation and learning.
KEY RESPONSIBILITIES:
Planning • Provide technical assistance in the development of a project or program (e.g., concept paper; proposal; logic model, performance measurement framework, which includes indicators as well as monitoring and evaluation plan; risk registers), annual and program plans. • Develop capacity in these areas within the delegation and for partners as required. • Support HNS and program staff to conduct effective needs assessments where required in project cycle or gap analysis. • Support the development and implementation of a harmonized planning, monitoring, evaluation and reporting system within HNS program teams (staff and volunteers). • Contribute to continuous learning in performance and accountability for HNS program staff and volunteers. • Ensure cross cutting HNS issues and policies are being integrated into CRC-supported projects. • Support development and implementation of mechanisms into the program. Project to ensure continual learning and improvement.
Monitoring • Provide technical support in the development of monitoring plans, processes/procedures, and tools particularly in identifying key performance indicators, data collection in a quality and credible manner, and data analysis. • Support the HNS staff/volunteers in the development or enhancement of monitoring plans and tools. • Monitor CRC-supported projects in their adherence to PMER systems and use of tools as well as support the advancement of existing systems and tools within the HNS if required, ensuring it supports the strategic goals of the HNS in project monitoring.
Evaluation • Maintain evaluations calendar for delegation. • Ensure implementation of the evaluation plan as outlined in the performance management framework and update the framework as appropriate. • Participate in the design and management of evaluations activities for CRC-supported projects, including hiring of consultants where required. • Participate in mid term and final project evaluations including operational audits of program activities, if necessary. • Ensure effective and concrete participation of HNS staff and volunteers in the ongoing evaluation of projects, and their implication in formal evaluations.
• Support the management of the delegation to create tracking mechanisms for implementation of the recommendations from the evaluation and report the status on regular basis. • Support documentation of processes and collection of implementation tools of a project, especially for complex or innovative projects.
Reporting • Support the implementation of a regular reporting. This includes the timely compilation and preparation of applicable narrative and financial reports for donors and stakeholders, depending on reporting requirements and in participation with partner (e.g., host national society).
QUALIFICATIONS:
• Post graduate education in a relevant field or an equivalent combination of education and experience. • Demonstrated commitment to the principles of the RCRC Movement; previous RCRC Movement experience an asset.
• Minimum 5 years field experience in a related role with a humanitarian organization, with at least 2 years experience an international environment. • Demonstrated experience in program planning, monitoring, evaluation, and reporting using results-based management. • Proven abilities in developing logic models, monitoring plans (performance measurement frameworks), risk assessment and management (result-based reporting). • Demonstrated experience in designing or managing evaluations. • Good knowledge on quantitative and qualitative research methods and other evaluation methods. • Demonstrated experience in capacity building and organizational development with an emphasis on systems, tools, and resource development. • Excellent communication skills, both verbal and written, in English. French language skills are considered a strong asset. • Strong organizational skills with a proven ability to prioritize and effectively multi-task. • Solutions oriented with demonstrated analytical skills. • Skills in developing databases will be an asset.
