In March 2010, the USG signed a regional Partnership Framework with the seven countries of Central America, among them Honduras, Guatemala, El Salvador and Panama. The four goal areas of this framework are made up of Prevention, Health System Strengthening, Strategic Information and Policy. Under the Health System Strengthening area, supply chain management has been identified as a critical area of collaboration between the USG and partner Central American governments. USG has selected the Supply Chain Management Systems (SCMS) contract to lead the supply chain management component under systems strengthening.

RESPONSIBILITIES

The MIS Advisor is a member of the Central America Regional Team. S/he will provide technical and operational support in the coordination and implementation of MIS projects intended to strengthen the capacity and performance of national health supply chain organizations and stakeholders to enhance evidence-based decision-making and inform policy. S/he will work in close coordination with other local, regional and international technical advisors, country program support staff, field office staff, vendors and other STTA providers to deliver technical assistance services to JSI, partner field offices and client organizations. S/he will be responsible for development, support and maintenance of the electronic logistic management tool that will be implemented for the Latin American region. S/he will be working collaboratively with the Resident Logistics Advisors in the countries for planning organizational change projects involving the implementation of LMIS (Logistics Management Information Systems), WMS (Warehousing Management Systems), or other solutions as needed to support the improvement of supply chain operations. While the majority of the advisor’s activities will be in direct support to field project needs, s/he will also work on initiatives that are of a global nature, by contributing to and promoting the adoption of the SCMS technical assistance framework, standards, best practices and methodologies. S/he sits in the Guatemala, Panama, or El Salvador office and works under the supervision of the Resident Logistics Advisor in the countries s/he works. S/he also maintains regular communication and receives technical guidance from the Principal Advisor for MIS in Arlington.

  • Acts as primary MIS technology advisor for a portfolio of project countries in Latin America.
  • Oversees the development of electronic application tool(s) to support the supply chain operation and management in accordance with the System Development Life Cycle (SDLC) practice defined by the SCMS project.
  • Leads requirement gathering and analysis for the development, support and maintenance of electronic application tool(s) such as logistics management, warehouse management tools, etc.
  • Drafts technical assistance scopes of work in accordance with quality standards, reviews and approves technical deliverables. 
  • Leads technical assistance missions in the areas of MIS technology-centric organizational assessment, project planning, design and budgeting, transformational system implementation, process engineering, technical training, post-implementation reviews and operational support.
  • Promotes industry-standard methodologies with national governments. 
  • Documents best practices, develops technical briefs, contributes to development/refinement of methodologies and standards, and supports project performance management efforts. 
  • Provides general operations management support as needed.


This is a local hire position and will be based in Guatemala, Panama, or El Salvador and will require travel within the region.

QUALIFICATIONS

Required: 
  • Bachelor’s degree in computer science, management information systems, or a combination of education and relevant experience in MIS development, implementation, project management
  • Five or more years work experience in software development, and technology-centric project implementation. 
  • Familiar with the Microsoft Access, Visual Basic and C# development languages is a must.
  • Strong consulting, facilitation, stakeholder management and client and vendor relations management skills
  • Expertise in one or more of the following: ERP, WMS, LMIS, finance or procurement systems is a plus
  • Experience conducting technical training sessions for professionals
  • A proven ability to work as part of a multi-disciplinary team
  • Team player with a flexible and adaptable approach to work and a positive attitude
  • Strong technical and business writing skills in English
  • Desirable: 
  • Experience with MIS operations management in a supply chain environment
  • Training and/or certification in SDLC, PMP, ITIL, and/or change management
  • Proficiency in Spanish and English. 
  • Experience working in developing-country contexts such as Africa, or Latin America
  • Experience with USAID or other donor funded projects
  • Effectiveness working with culturally and professionally diverse teams

Salary commensurate with experience.
