The Partnership for Supply Chain Management (PFSCM) brings together 13 private sector, non-government and faith-based organizations that are among the most trusted names in supply chain management and international public health and development in the world.

PFSCM is implementing the Supply Chain Management System (SCMS) contract for USAID as part of the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). With offices in 17 countries, SCMS is helping to improve the lives of people living with HIV/AIDS in the regions of the world most severely impacted by the pandemic. SCMS procures essential medicines and supplies at affordable prices; helps strengthen and build cost-effective, reliable, secure and sustainable supply chain systems; and fosters coordination of key stakeholders.

This position is based in Arlington, VA under the supervision of the Performance Management Unit (PMU) Manager.

RESPONSIBILITIES

The PMU Advisor works in the Performance Management Unit to ensure successful project management to improve operational processes that enable SCMS to meet its strategic goals and objectives, and program mandates.

The PMU Advisor helps coordinate and facilitate the overall performance management approach for SCMS. Working as part of a team, the PMU Advisor implements the performance management strategy for SCMS, working with cross-functional teams to respond to performance-related issues. The PMU Advisor will help other units across the project by developing, implementing and managing integrated project plans that address PMU and SCMS data requirements and improvement opportunities.

The PMU Advisor will continue to refine performance monitoring and management approaches, and assist units to revise and improve their performance management processes and procedures. S/he will also ensure that relevant PMU SOPs and Work Instructions are up-to-date, and that any Incidents are resolved in a timely manner and to the satisfaction of the Quality Systems Unit.

SPECIFIC RESPONSIBILITIES
1. Develop, implement, and manage an integrated project plan to ensure that all data collection, reporting, and visualization improvement efforts meet end-user requirements and proceed on schedule.
2. Manage data collection and analysis processes for regular performance reporting.
3. Analyze measures data and present data in a clear and comprehensible manner (both written and verbal). Prepare analysis for ongoing reporting and on an ad-hoc basis when issues arise or further analysis is needed.
4. Document business processes and manage creation and maintenance of PMU SOPs, Policies and Work Instructions.
5. Perform root cause analysis and document improvement areas and activities.
6. Prepare and present performance updates at Project Management Office (PMO) meetings.
7. Perform other duties as requested.

QUALIFICATIONS

1. Bachelor’s degree in science, engineering, economics, computer science, or other relevant field. Graduate degree in business administration, or other relevant field desired but not necessary.
2. Strong project management background, skills, and experience, using multiple methods and tools, to ensure appropriate planning and execution of projects.
3. Intermediate to advanced proficiency in Excel and other data manipulation tools required.
4. Excellent written and oral communications and analytical skills.
5. Knowledge of performance measures, root cause analysis and continuous improvement.
6. Background, experience, or strong interest in public health and/or significant international work experience in diverse environments desired.
7. Demonstrated ability working as part of a team, as well as independently, with a diverse set of multi-disciplinary professionals.
8. English fluency required including speaking, writing, understanding, and reading with the ability to conduct business in English.
9. Must be eligible to work in the United States of America.

Salary commensurate with experience.
