The USAID | DELIVER PROJECT is a worldwide program managed by John Snow, Inc. and funded by the United States Agency for International Development (USAID). DELIVER strengthens the supply chains of health and family planning programs in developing countries to ensure the availability of critical health products to customers.

Based in Kinshasa, the Logistics Advisor, Malaria is the focal point for the USAID|DELIVER Project in the Democratic Republic of Congo and liaises directly with the USAID Mission, Ministry of Health/National Malaria Control Program and other in-country partners and stakeholders. The Logistics Advisor is responsible for overseeing the planning, implementing, and monitoring of Task Order Malaria technical assistance activities under the President’s Malaria Initiative (PMI) in the DRC. Responsibilities include providing logistics technical assistance for strengthening routine and ad hoc supply chain activities for a range of commodities for malaria prevention, diagnosis and treatment throughout the DRC.

The Resident Logistics Advisor, Malaria works under the direction of the Senior Technical Advisor. Proficiency in French required for this position.

RESPONSIBILITIES

  • Support malaria commodity coordination, logistics data management and supply planning, with a focus on PMI-supported commodities
  • Track and analyze malaria commodity logistics information for PMI-supported health zones, including: assess current information availability/feasibility of data access, field visits/communications to support collection/verification of logistics data, data management and analysis, and presentation of logistics data analysis to stakeholders
  • Apply routine malaria commodity supply chain information to support key logistics functions including quantification, inventory management, supply planning, monitoring and evaluation
  • Participate in the development and implementation of country workplan activities, and reporting on the status of their implementation
  • Support National Malaria Control Program (NMCP) in generating and approving commodity orders (CPIRs) under PMI in a timely and informed fashion
  • Support the NMCP in the management and tracking of non-PMI funded malaria commodities entering DRC, potentially including support for the development and management of a national supply plan for malaria commodities
  • Generate quarterly reports at national and provincial (CDRs) levels, and potentially lower levels of the system in the future
  • Act as a link between the NMCP and other sectors of the Ministry of Health to ensure coordination on malaria-related data management and commodities
  • Contribute to the writing of routine semi-annual and annual reports
  • Conduct routine supervision and monitoring trips to provincial level
  • Any other duties as assigned

The position will require approximately 30-35% travel outside Kinshasa, mainly within the DRC.

QUALIFICATIONS

Authorization to work in DRC.
Master’s degree in public health, pharmacy, supply chain management or a related field
A minimum three years’ progressively responsible experience in public health. This is to include experience in program and supply planning, and monitoring and evaluation, preferably in health care supply chain management.
Experience with malaria commodities and supply chain monitoring.
Demonstrated ability with Microsoft Office, including databases, spreadsheets and presentations; and ability to learn new software packages.
Demonstrated ability to work to cultivate and maintain a wide range of contacts, to work collaboratively and effectively with multiple partners.
Ability to communicate and report in concise written and spoken French and English in a professional and competent manner.
Demonstrable strong quantitative and analytical skills.
Demonstrated flexibility to effectively manage more than one activity at a time, work calmly, tactfully and effectively under pressure.
A proven ability to work remotely as part of a team and to work independently.
An understanding of infectious disease epidemiology and programs is desirable
