The IRC is seeking high energy individual with exceptional relationship building skills and creative approaches to sourcing talent. This individual will work as part of a high functioning recruitment team to ensure timely and quality recruitment for international positions. S/he will be responsible for all pro-active sourcing, advertising, screening, interviewing, reference checking and final negotiations for open positions in his/her portfolio. All work will be accomplished in a spirit of partnership and service with the hiring manager. S/he will also initiate and implement recruitment strategies to increase the IRC’s talent pool and pipelines, and will provide input to ensure the IRC has diverse global talent that performs at a high level responding to the changing needs of the organization. S/he will implement industry “best practices” that ensure the timely selection of top talent, and will recruit for talent that will support IRC’s organizational culture, while contributing to IRC’s position as an employer of choice.
The successful recruiter will focus on full-cycle recruiting for both regular and Just in Time (JIT) positions across all regions including Europe.  JIT positions include proposals, emergencies, consultancies and short-term assignments.  The Recruiter will report to the Recruiting Manager based in New York City.
Responsibilities
  • In close supervision with Recruiting Mgr. develop strategies to source, attract, recruit and select high quality candidates against defined criteria.
  • Anticipate and lead recruiting efforts for regular and JIT positions across multiple regions. 
  • Work with technical teams on identifying recruitment needs for pre solicitations and proposals, and assists the technical teams to make final staffing decisions.
  • Provide guidance to hiring managers to identify a balanced interview team, design an efficient and professional interview process consistent with IRC’s policies and procedures.
  • Negotiate salary, allowances and extend offers of employment.
  • Provide innovative solutions to recruiting challenges and ensure timeliness and efficiency throughout candidate search.
  • Initiate necessary reference and background checks for candidates.
  • Develop talent pipeline for regular and JIT positions.
  • Build key relationships with academic institutions and use this tool as a source to recruit for entry-level positions.
  • Represent the IRC at regional industry related career fairs, conferences, off-site recruitment efforts, and networking events to build talent pipeline.
  • Identify innovative solutions to expand candidate pipeline to include social media.
  • In close collaboration with the Recruiting Manager, develop relevant recruiting metrics for key clients and senior staff.
  • Other duties as assigned.
Requirements
  • Bachelor’s degree in Business, Human Resources, International Relations or related field.
  • Minimum 5-7 years solid recruiting experience with an international NGO.
  • Must be able to travel up to 40% or as required.
  • Fluency in French is required.
  • Local national highly desired.
  • Experience working with other donor agreements including – USAID, DflD, ECHO; etc.
  • Experience with Microsoft Office Suite.
  • Excellent organizational and communication skills required.
  • Certified Internet Recruiter (CIR) certification a plus.
