Regional Construction Engineer


The Department of Transportation & Public Facilities (DOT&PF), Central Region Construction Division is recruiting for an Engineer/Architect V to join our team as the Regional Construction Chief and help us Get Alaska Moving!

This position provides professional engineering management and supervision to the Central Region multi-modal construction program consisting of highway, airport, and special projects. Under the general direction of the Design and Construction Director, the incumbent administers the construction program through the supervision of two construction Section Chiefs (highways and aviation), and the Quality Assurance Engineer.

Key responsibilities include:

• Establishes the policies and procedures to be followed in the administration of construction projects and issues directives. The incumbent monitors the development of projects in the planning and design phase. The position directs the review of all highway and aviation construction projects to ensure compliance with federal and state program manuals and policies and procedures. This position also reviews equipment, procedures, and records in the field laboratories and monitors progress and final estimates and final construction reports.
• Responsible for determining training needs and establishing training programs for the Division.
• The position performs full supervisory duties by instructing and training staff, assigning and checking work, setting task priorities, and preparing evaluations. This position has the authority to effectively recommend the appointment, transfer, promotion, and discipline of employees.
• Responsible for responding to public inquiries and complaints concerning construction activities that cannot be dealt with on the project level. The incumbent also answers routine inquiries from legislators with respect to the Central Region Construction Program and responds to project-specific legislative requests. This position represents the Department at public hearings and prepares and delivers presentations at various professional public and governmental meetings.
• Reviews formal contractor disputes and claims that cannot be resolved at the Section Chief level. Confers with the Section Chief and Director, and determines the course of action to be taken.
• Meets with the contractors and attempts to resolve disputes within the framework of the contract. Prepares and submits draft Contracting Officer claim decisions to the Director for further action.
• Reviews and makes decisions on contract change orders and extra work orders up to $100,000 for all projects in the Central Region and with the approval of the Director or the Federal Aviation Administration, makes decisions on changes in excess of $100,000.
• Travels to highway and aviation construction project sites to inspect the progress of work and to confer with contractors and staff to resolve engineering or management issues.

Desired Knowledge:

• Familiar with the Federal Highway/Federal Aviation Administration's project development procedures and funding requirements.
• Experience resolving formal contract disputes and claims that cannot be resolved at lower levels and then determining the courses of action to be taken.
• Thorough knowledge of and experience using the principles and techniques of administrative management including organization, planning, staffing, training, budgeting and reporting, public relations, contractor relations and employee relations.
• Thorough knowledge of and experience using the techniques and practices of construction management and project management, including cost management and inspection requirements.
• Experience in managing all aspects of a major construction engineering program. This includes the responsibility for developing and controlling the resources necessary in achieving the goals and objectives of the construction program.
• Work history that demonstrates experience responding to public inquires and complaints concerning construction activities that have been elevated above the project engineer level.
• Demonstrated ability to manage a heavy workload with multiple and often changing priorities.
• Ability to work in a team environment with Department management.

Minimum Qualifications: Registration as a Professional Engineer (PE) or Architect, and eight years of professional engineering or architectural experience (Engineer/Architect series), of which five years were in a supervisory capacity as an Engineer/Architect III or higher or the equivalent.

Special Note: Persons not registered in the State of Alaska must be registered in a state recognized by the State Board of Registration for Architects, Engineers and Land Surveyors eligible for comity in accordance with AS 08.48.191(b). Persons employed under this provision must become registered in Alaska within one year of hire and sign an agreement to this effect as a condition of employment.

Positions in this class require either registration as an Engineer or an Architect. The employer will designate which professional field is required for each position.

Salary Range: $98,004 annually plus full-time benefit package
