Resourcing & Development Manager

Location: London SE1
Purpose and Scope of the Role
Engagement of new employees in a cost-efficient and timely manner to ensure that future business needs are being anticipated. 
Manage internal training programmes to promote knowledge distribution and learning opportunities within the organization.
Contribute to the overall development of the organization through managing appropriate deployment of resources, ensuring that managers are resourced according to their business objectives. 
Carry out development needs analyses in conjunction with business managers and deliver and develop programmes in-line with company objectives.  Ensure appropriate
development plans are integrated into business areas and that all initiatives
have a positive impact on business performance and personal development. 
Main Duties & Responsibilities
Learning & Development
Propose and deliver learning and development initiatives to meet identified business and personal requirements.
Identify and manage objectives to deploy development activities in order to manage business risk (using learning needs analyses/skills audits etc. where necessary).
Oversee annual appraisal and development cycle, advising managers where appropriate.
Manage the Personal Development Planning process and recommend, organise and evaluate staff training and development schemes as appropriate.
Identify and manage objectives to deploy development activities in order to manage business risk.
Resourcing
Ensuring a consistent and best practice approach across the organisation and that
recruitment supports the business plan.
Liaise with Directors to manage the Carbon Trust Group resource plan to ensure programmes and projects are populated appropriately, and that the HR department's resource planning model is up-to-date, utilized properly and that the outputs correctly
feed into the monthly management accounts.
Recruitment
Managing the complete recruitment process including assisting managers with writing job
descriptions, response handling, conducting initial application sifting, undertaking first round interviews and supporting managers with further interviews.
Supporting managers with designing appropriate selection methods.
Coordinate business heads in succession planning activities, contributing to the overall Carbon Trust Group succession plan which resides with the Head of HR.
Identify and manage objectives to deploy development activities in order to manage business risk.
Oversee annual appraisal and development cycle, advising managers where appropriate.
Manage the Personal Development Planning process and recommend, organise and evaluate staff training and development schemes as appropriate.
Contribute to the development of the remuneration and reward structure of the organization.
Contribute to organizational development reviews (succession planning, departmental reporting line restructuring etc.)
Talent Management
Coordinate recruitment, resourcing and L&D activity to effectively manage and retain a strong pipeline of talent within the organisation
Identify vulnerabilities and liaise with directors to plan for succession accordingly
Act as an ambassador for the Carbon Trust, identifying ways to position and maintain the Carbon Trust as an employer of choice
Manage the internal branding of the company through positive communications to internal and external stakeholders, potential candidates and associates.
Other
Ad-hoc contributions to internal projects requiring a resourcing and development input
Key Skills & Competencies
  • Strong communication & facilitation skills,
    including excellent command of English, especially in producing written
    documentation
  • Organisation & project management skills
  • Ability to build rapport with managers at all levels
    of the organisation
  • Confidence in making recommendations and taking
    decisions
  • Understanding of business and commercial objectives
  • Numeracy; ability to present quantitative information
    in a meaningful way
Qualifications & Experience
  • Degree educated to 2:1 minimum (or equivalent)
  • Significant experience in managing the entire
    recruitment cycle at all levels of seniority; experience in engineering and management
    consultancy recruitment is a significant advantage
  • Experience of managing development programmes tailored
    to business needs
  • Experience of managing change projects, outsourced
    payroll providers & developing HR policies
  • Experience in management of external resources
  • An interest in the environment/sustainability/renewable
    technology would be advantageous
