Social and Environmental Assessment Specialist,MPE


Pact is seeking a Social and Environmental Assessment Specialist for the upcoming USAID-funded Mekong Partnership for the Environment (MPE) project in Asia. This position is contingent upon award. The Specialist will be responsible for providing lead technical direction and assistance for all activities related to the development, implementation, and dissemination of environmental and social risk and impact assessments. The purpose of MPE Project is to advance informed multi-stakeholder dialogues in Lower Mekong Initiative partner counties on the anticipated social and environmental costs and benefits of regional development project. (Regional travel required with this position.)
Responsibilities: • Manage and oversee program implementation, design, and delivery for all activities related to the implementation and dissemination of social and environmental assessments of development projects and action-research activities. • Provide lead technical direction/technical assistance in activity planning to increase public access to quality, timely information on environmental and social costs and benefits of regional development projects, including but not limited to: supporting action research/gap analysis on access to information on the costs and benefits of development projects in key sectors, providing technical assistance/trainings on environmental and social impact assessments, building understanding of alternative engineering and siting scenarios, supporting information dissemination projects (including translation of key studies into local languages), supporting media outreach and journalist training, and supporting action research on environmental and social costs and benefits of development projects. • Participate in program monitoring, evaluating, and periodic reporting in the related technical area. • Manage a technical team, including staff training and capacity development. • Serve as a Pact liaison to USAID, partners, and other project stakeholders. • Coordinate with appropriate stakeholders in all aspects of project planning, monitoring, reporting and implementation for the sector activities. • Perform other duties as assigned. • Perform all work safely and maintain a safe working environment.
Qualifications: • Demonstrated working experience assessing impacts of large infrastructural and agricultural developments on a basin- or ecosystem-wide scale in Asia, preferably Lower Mekong Region. Proven experience providing technical assistance and training on environmental and social impact assessments, information dissemination, cost-benefit analyses, and action-research. Proven experience in the design, implementation, and monitoring of parallel activities on similar-size international donor support programs. • A graduate degree (Master’s Degree or higher preferred) in a similarly related field of study • Proven ability to communicate, coordinate and effectively work with diverse stakeholders, from government officials to civil society organizations to academics to the private sector. • Proven track record of success in managing, coaching, and mentoring staff in an international setting, particularly within non-profit organizations. • Proven ability to establish and sustain interpersonal and professional relationships with donors, international PVOs and local CSOs. • Proven ability to develop and communicate a common vision among diverse audiences. • Strong communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of regional stakeholders. • A strong team player with excellent interpersonal skills and the ability to work in a high-profile, fast-paced environment • Fluency in English required. Proficiency in a local Asian language preferred. • Prior experience in a high-level position under a donor-funded program. Knowledge of USAID policies and procedures as related to program management preferred. • Knowledge of the political, social, cultural, environmental, and development context of Lower Mekong Region or Asia strongly preferred.
