Civil Society Capacity Building Technical Advisor ,MPE

Pact is seeking a Civil Society Capacity Building Technical Advisor for the upcoming USAID-funded Mekong Partnership for the Environment (MPE) project in Asia. This position is contingent upon award. The Technical Advisor will be responsible for providing lead technical direction and assistance for all civil society capacity development activities. The purpose of MPE Project is to advance informed multi-stakeholder dialogues in Lower Mekong Initiative partner counties on the anticipated social and environmental costs and benefits of regional development project. (Regional travel required with this position.)

Responsibilities: • Manage and oversee program implementation, design, and delivery for all civil society strengthening and capacity development activities. • Provide lead technical direction/technical assistance in activity planning to improve capacity of civil society to influence develop decisions that have significant anticipated social and environmental impacts, including but not limited to: providing technical assistance and training for local CSOs on environmental information, building civil society’s understanding of alternative engineering and siting scenarios for development projects, building civil society capacity to influence public policy, providing institutional capacity building for local CSOs, supporting action research on public participation, sharing and disseminating best practices and lessons learned, and supporting/strengthening CSO regional networks. • Participate in program monitoring, evaluating, and periodic reporting in the related technical area. • Manage a technical team, including staff training and capacity development. • Serve as a Pact liaison to USAID, partners, and other project stakeholders. • Coordinate with appropriate stakeholders in all aspects of project planning, monitoring, reporting and implementation for the sector activities. • Perform other duties as assigned. • Perform all work safely and maintain a safe working environment.

Qualifications: • Demonstrated working experience in civil society capacity building in the environmental/natural resource management sector in Asia or projects of similar scope to the project described. Proven experience in the design, implementation, and monitoring of parallel activities on similar-size international donor support programs. • A graduate degree (Master’s Degree or higher preferred) in a similarly related field of study • Experience working to build multi-stakeholder platforms among government officials, NGOs and private sector. • Proven ability to communicate, coordinate and effectively work with diverse stakeholders, from government officials to civil society organizations to academics to the private sector. • Proven track record of success in managing, coaching, and mentoring staff in an international setting, particularly within non-profit organizations. • Proven ability to establish and sustain interpersonal and professional relationships with donors, international PVOs and local CSOs. • Proven ability to develop and communicate a common vision among diverse audiences. • Strong communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of regional stakeholders. • A strong team player with excellent interpersonal skills and the ability to work in a high-profile, fast-paced environment • Fluency in English required. Proficiency in a local Asian language preferred. • Prior experience in a high-level position under a donor-funded program. Knowledge of USAID policies and procedures as related to program management preferred. • Knowledge of the political, social, cultural, environmental, and development context of Lower Mekong Region or Asia strongly preferred.
