The USAID | DELIVER PROJECT is seeking a Training Advisor to oversee a Training of Trainer strategy and to support the development and implementation of tools for supportive supervision and monitoring of the reproductive health supply chain in Yemen. The advisor will be held accountable for extensive monitoring of training activities by Ministry of Public Health and Population (MOPHP) central level staff and project staff.

This position reports to the Country Director in Yemen. Proficiency in Arabic is required.

The USAID | DELIVER PROJECT is a USAID-funded global technical assistance project managed by JSI and aimed at increasing the availability of essential health supplies through procurement services and strengthening supply chains in developing countries.
The project, having received significant field support from the USAID/Yemen mission, is expected to operate through September 2014. The office requires two international personnel and an ample complement of local professionals. One international position will be for a supply chain expert and the other for training advisor. Resources are sufficient for a substantial amount of STTA. All work carried out by the project will be within the context of the approved RHCS road map and in close cooperation with the MOPHP and Yemen’s development partners.

RESPONSIBILITIES

1. Advise on, and be responsible for, implementing a supply chain training strategy that is suitable to the system design, covers all levels of the system and all geographic regions of the country. Oversee design, creation, testing and revision of training materials.
- Develop detailed training curricula for training of trainers and supply chain management workshops, including participant support material.
- Lead the development of detailed job aids and SOP manuals for the various logistics systems.
- Facilitate supply chain management and training of trainers workshops, and other performance improvement interventions, as needed.
2. Organize and assist in logistics training of national counterparts at all levels in inventory management, LMIS and facilitative supervision.
3. Assure that the overall training strategy is accompanied by robust supervision activities for all categories of supply chain workers.
4. Assure that training and supervision activities are monitored and evaluated, as part of the overall national training strategy.
5. Coordinate with the Administrative and Financial Team to ensure that there is sufficient funding and accountability for all training activities.
6. Collaborate effectively with local implementing agencies and other partners, identifying key stakeholders, setting up well supervised and productive arrangements, and ensuring that USAID regulations are followed fully.
7. Perform other duties as assigned by Country Director or Regional Manager.

QUALIFICATIONS

• Master’s degree in public health, international adult education, HRD or related field, or equivalent work experience.
• Experience in adult performance improvement program design and delivery, including training of trainers, administration, implementation and curriculum development. Previous work experience with USAID-funded projects preferred.
• Able to travel, as extensively as possible, in country to support training objectives.
• Excellent written and verbal English language skills. Arabic language skills required.
• Ability to prepare and conduct presentations effectively.
• Ability to both manage teams and contribute productively as a team member.
• Demonstrated skills in Microsoft Office Suite applications, including Word, Excel, and PowerPoint.
• Experience in supply chain management and/or public health commodities management preferred.
• Experience working with health professionals and/or family planning issues an asset.

Salary commensurate with experience.
