Deputy Field Office Director - Cebu, Philippines
The Need
IJM's Field Office in Cebu is working with public justice system agencies and civil society to prevent the trafficking of women and children for sexual exploitation, and to protect those who have already been trafficked, through effective enforcement of anti-human trafficking laws. The Deputy Field Office Director will work with the Field Office Director (FOD) to lead IJM's staff and programs in Cebu to achieve these outcomes. This position is based at the IJM Field Office in Cebu, the Philippines and reports to the Cebu FOD.
Responsibilities
Leadership
Field Office
- Assist the FOD in providing leadership to the FO Law Enforcement Development, Legal Interventions and Aftercare teams, collaborative casework, and capacity building activities to increase the effectiveness of target area law enforcement, prosecution and aftercare systems;
- Assist the FOD in providing leadership to the FO Administration and Finance teams and their supportive roles towards other FO activities;
- Act as officer-in-charge in the absence of the FOD.
Community Mobilization Team
- Supervise the two FO Community Mobilization Coordinators and Community Mobilization Assistant;
- Facilitate development of Community Mobilization staff through regular constructive feedback, guidance and recommendations for improvement to the Community Mobilization staff; an annual written performance evaluation for each; and facilitating other professional development opportunities as needed;
- Ensure that the Community Mobilization staff comply with FO policies, protocols, guidelines and directives and work within budget limits in achieving their objectives;
- Recommend to the FOD disciplinary actions, including suspension and termination; regularization; reassignment; promotions or demotions for Community Mobilization staff; and
- Oversee recruitment and supervision of interns and fellows as needed to support the Community Mobilization team and objectives.
Community Mobilization Towards Effective Anti-Trafficking Law Enforcement
- Build and maintain strong networks of stakeholder support for the mission of the Cebu FO from the local government, NGO, media and church sectors;
- Leverage FO casework to effect changes in public justice system agency policies and procedures to make the justice system anti-trafficking response more effective and sustainable;
- Generate publicity of effective anti-trafficking casework of the FO and partner agencies to build social demand for justice for trafficked victims;
- Mobilize local civil society groups to initiate and carry out activities that support and complement anti-trafficking law enforcement;
- Ensure that community mobilization objectives are met on time; and
- Provide regular status reports on the progress towards achieving community mobilization goals to the FOD according to a schedule to be set by the FOD or on request.
Program Management
- Assist the FOD in designing and/or re-designing FO projects, including defining objectives and strategies, working with staff to plan activities, identifying indicators and evaluation strategies, and budget planning;
- Assist the FOD and other FO team leaders in the development and/or revision of FO procedures and protocols;
- Assist the FOD in monitoring FO compliance with IJM and FO procedures and protocols;
- Assist the FOD in drafting reports for HQ, donor agencies and stakeholders as required;
- Assist the FOD in hosting HQ visitors, donors and key local and national stakeholders; and
- Perform other related duties as required and necessary.
Travel Requirements
- This position requires approximately 3 weeks of international travel per year to the United States and other parts of Southeast Asia, and approximately 2 weeks of domestic travel within the Philippines.
Required Skills and Experience
- Fluency in oral and written communication in English, Filipino and Cebuano;
- Graduate degree in law, international development or other related field with excellent academic credentials;
- Minimum of three years of significant litigation and or project/business management experience;
- Strong research and writing skills;
- Minimum of three years of successful management/team building experience; and
- Demonstrated interest in human rights and social justice.
