Finance and Accounts Manager

In light of the new Migration and Development Civil Society Program, we are recruiting a part-time (80%) finance and accounts manager to be part of a small and dynamic program team, to manage budgeting, compliance with donor requirements, bookkeeping, financial reporting and financial coordination with partners.
Specific duties include:
  • Planning and monitoring of project expenditures, bookkeeping, project payments, expenses and reimbursements
  • Financial coordination with the programme implementing partners, including the monitoring and supervision of the Memoranda of Understanding, payment schedules and quarterly reports.
  • Financial reporting on the programme, including monthly production of financial progress reports for ICMC Headquarters’ Finance Department
  • Communication with donors on financial queries
  • Ensuring compliance with donor requirements
  • Ensuring that procurement is done in accordance with EU policies and procedures
  • Assisting in the management of co-funding
  • Salary administration for ICMC Europe, and liaising with “the Bureau Social”
  • Performing any other duties as required by the management
REQUIREMENTS, QUALIFICATIONS AND KEY COMPETENCIES
We are looking for a reliable and diligent finance and accounts manager, and with the following specific qualification and requirements:
  • Bachelor (or equivalent) degree in one of the following or related areas – accountancy, finance, administration
  • At least 5 years’ experience in finance and accounts management of international projects
  • Experience in managing EC contracts and EC financial reporting
  • Knowledge of Belgian labour and tax laws
  • Good computer skills and experience with accounting software (ideally, Navision)
  • Verbal and writing fluency in English and French. Other languages, in particular Spanish, are an asset.
  • Good organizational and communication skills
  • Ability to work under tight deadlines
  • Good team player and ability to work in a small office environment
  • Ability to work in a diverse work environment, with colleagues and partners from around the world.
  • Have permission to work in Belgium (ICMC Europe is not in a position to obtain a work permit for applicants).
