Policy Officer

The Policy Officer shall be based in Brussels and provide policy and project-related support to the Council of European Professional Informatics Societies (CEPIS) and ECDL Foundation, the certifying authority of the leading international computer skills certification programme – ECDL / ICDL. 
Reporting directly to the Secretary General, the Policy Officer shall be responsible for the various elements of the job description listed below. The duties outlined are not exhaustive and the incumbent will be expected to undertake additional duties as reasonably directed by the Secretary General and/or the Chief Executive Officer. 
 
The incumbent is expected to have a strong interest in ICT and e-skills-related policy. It is imperative that the candidate have a very strong, proactive work ethic and the ability work independently, in addition to well-developed writing skills, native English language skills and experience representing an organisation externally. 
 
Policy responsibilities 
  • Monitor and conduct research on EU policy developments in the following fields: 
  1. ICT Professionalism 
  2. ICT in education 
  3. Green ICT 
  4. Digital literacy and e-skills 
  • Produce regular and ad hoc reports on topics of interest related to these topics 
  • Produce regular publication-ready papers on EU activities and funding opportunities relevant to the topics mentioned above and Education in particular 
  • Ensuring that research is conducted within a set timeframe to meet policy requirements and publication deadlines; 
  • Support and coordinate working groups in areas related to information technology, professional and end-user skills, legal and security issues in IT, Green ICT and gender equity in ICT 
  • Produce an internal policy monitoring report on a regular basis 
  • Undertake advocacy activities as directed by the Secretary General 
 
Project Management responsibilities (50%) 
  • Manage projects relating to e-Skills, competence development and to ICT Professionalism and ensure that all reporting and administrative obligations are fulfilled in a timely manner and in accordance with applicable guidelines 
  • Ensure that all activities and deliverables are provided on time and within budget 
  • Coordinate and liaise with internal and external stakeholders in the delivery of project objectives 
  • Monitor project budgets and expenses 
  • Develop and deliver progress reports, proposals, requirements and documents as required/requested 
  • Represent the organisation externally in meetings and at conferences 
 
Other key responsibilities 
  • - Organisation/support to internal and external events, conferences and workshops 
 
Required skills 
  • A minimum of 3 to 4 years’ experience in a similar role 
  • Strong knowledge of working with the EU Institutions 
  • Experience managing projects in an organisation comprised of a wide range of EU members 
  • Experience representing an organisation externally 
  • High level of motivation to work independently in fast paced, demanding environment 
  • Native written and spoken English and a good writing style are essential 
  • Excellent knowledge of standard office applications 
  • Be highly organised and detail-oriented

  • Have demonstrable previous project management experience
