Role and Responsibilities
Effectively coordinating and managing an MCC/CFGB funded multi-sectoral project in line with the objectives, timeframe and budget as laid out in the proposal, the Project Manager (Food Security) also manages and trains national staff working on the project, and ensures that beneficiary participation is enhanced in all phases of the project.

Project Overview
A three year, multi-sectoral project with outputs relating to Food Security (including cash for work), Natural Resource Management, and WASH, funded by MCC/CFGB. The overall aim of the project is improved long-term nutrition and food security in vulnerable communities in Waras and Markazi Behsud districts of the Central Highlands, Afghanistan. In year 1, the project focused mainly in Markazi Behsud, with a small WASH component in west Waras. In year 2 (start period of this post), the project will spread more equally across the two areas.

Key Activity Areas
Project Management
• Manage the project outputs/activities, budget, and staff team at sites of operation, as designated, with support from the Project Coordinator (PC).
• Manage and coordinate with the Manager on areas of the project that they are responsible for.
• Coordinate and seek advice from the Food Security Advisor in project implementation, particularly on M&E and training aspects.
• Update, plan, schedule and supervise project activities – regularly update the project activity plan (for a multi-year proposal, this will involve regular updating).
• Ensure accurate and timely reporting of activities – internal monthly reports to PC (monitoring and evaluation updates against project objectives and budget analysis (using BvAs)) and external reports according to donor reporting timescales.
• Ensure sector integration, learning, sharing and adoption of best practices – contribute to Medair sector development if appropriate with the Food Security Advisor.
• Ensure effective integration of Disaster Risk Management (DRM), gender, protection and other core mainstreaming issues into the project.
Project Logistics and Finance Management
• Coordinate closely with the support team (logistics, admin, finance) to ensure resources needed for the project are on site when needed and managed according to Medair procedure.
Staff Management
• Oversee job descriptions, recruitment, appraisal, and manage project staff with support from the PC.
• Identify training needs, and capacity building activities, and carry out training in consultation with the Food Security Advisor, Projects Coordinator and Programme Support Manager.
Security Management
• Responsible for the safety and security of Medair assets and personnel on site of operation.
Other
• Representation of Medair at meetings and through relationships with external partners (e.g. donors, local and national government officials, UN agencies and other NGOs).
Qualifications
• Higher level degree in humanitarian aid, agriculture, food security or in a relevant subject
• Post-graduate degree in the humanitarian sector desirable
Languages
• Strong working knowledge of English (spoken and written)
• Ability to speak or willingness to learn local language (Dari) desirable
Experience / Competencies
• 2 years post-qualification experience in a project management position
• 1 year overseas work experience in relief work with an NGO having worked preferably in a food security or WASH context desirable
• Knowledge of Humanitarian Essentials, Sphere and HAP Standards and other international humanitarian guidelines and protocols desirable
• Diplomacy in dealing with government officials
• Good report and proposal writing skills
• Self-motivated, energetic, hard-working, servant-hearted
• Team-player with good inter-personal skills; committed to team-building and able to develop and support other team members

• Working knowledge of French, spoken and written, for French-speaking field programmes

Working Conditions
• This project is run out of Medair’s base in Kabul and requires extensive field travel from Kabul to the Central Highlands area.
