Director of Aftercare - Cebu, Philippines
The Need
The Director of Aftercare is responsible for directing all activities of the IJM Field Office Aftercare Department, including recruiting, training and supervising staff social workers and volunteers; creating, maintaining and updating all operating protocols, intervention strategies, and tracking and reporting systems; acting as a professional resource to improve the capacity and effectiveness of aftercare and community development partners; representing and promoting IJM interests through active participation in community coalitions and key stakeholder networks; and developing and nurturing strategic partnerships with governmental and non-governmental agencies in order to secure the highest-quality aftercare for clients, coordinate national anti-trafficking efforts, and create sustainable structural transformation in social service and justice systems.
Responsibilities
Leadership
- Recruit, train, supervise, and mentor IJM Aftercare Department social workers, fellows and administrative staff on all aspects of responding to the needs of sex trafficking survivors involved in the justice system, implementing case management services, and maintaining governmental and non-governmental partnerships;
- Develop leadership and management potential of key aftercare team members; and
- Assist in developing and implementing location-specific strategies and tactics.
Management
- Continually increase the Aftercare Department’s effectiveness, efficiency, and organization by developing, maintaining, and updating all operating protocols, case management tracking and reporting systems, intervention strategies, and manuals;
- Manage, evaluate and hone aftercare team operations, ensuring that projected goals and objectives are achieved;
- Ensure that IJM aftercare team members have clearly defined job descriptions and performance objectives, agent performance is monitored, and appropriate job performance feedback is regularly provided;
- Maintain detailed client tracking systems and records of all aftercare activities;
- Help develop the annual aftercare budget, spending allocated funds in accordance with IJM’s budgetary and stewardship principles; and
- Engage in regular communication with the Field Office Director (FOD) and ensure that concise but thorough written reports of all aftercare team activities are provided to IJM supervisors and headquarters in a timely manner;
Program
- Provide immediate crisis care, assessments, and advocacy for children coming out of CSE; ensure all victims receive legally mandated government protections;
- Operate within national social service systems and partnerships in order to refer victims to high-quality aftercare services;
- Track caregiving, recovery and placement history of all rescued victims through aftercare partnerships;
- In partnership with the IJM legal department and aftercare partner shelters, prepare victims for court interviews and trial testimonies, and accompany children to court;
- Fully understand and educate stakeholders on relevant national and international victim protection and custody laws and procedures;
- Provide direct assistance to victims in cases where aftercare stakeholders are unable or unwilling to meet the victim’s needs;
- Conduct routine analysis assessing gaps in aftercare standards and provision versus current and anticipated need; assist in developing new aftercare options; and regularly evaluate existing aftercare partner centers;
- Perform regular evaluations of all Aftercare Department programs and activities, ensuring that programs are effective, meeting or exceeding goals, and an actual benefit to stakeholders;
- Actively participate in a national coalition of aftercare stakeholders and engage directly with aftercare partners in order to continually improve services provided to sex trafficking victims;
- Act as a professional resource in order to improve the capacity of aftercare and community development partners by: conducting needed trainings or seminars; providing research and good-practice models; acting as a liaison between community workers and law enforcement; and empowering churches and community development workers to engage in prevention efforts and provide lay care to survivors in high-risk communities; and
- Monitor progress of aftercare stakeholders and whether or not resources provided are being used effectively.
Strategic Partnership Development & Relationship-Building
- Develop and nurture strategic partnerships with governmental and non-governmental agencies in order to provide the highest quality aftercare to clients, coordinate national anti-trafficking efforts, and create sustainable structural transformation in social service and justice systems;
- Represent and promote both IJM interests and effective anti-trafficking strategies through active participation in community coalitions and key stakeholder networks; and
- Host visits by IJM headquarters staff, guests, teams, and volunteers.
Required Skills and Experience
- Fluency in English (oral and written);
- Graduate degree in social work, counseling, or public/social policy;
- A minimum of eight years experience in direct practice, program development and implementation, and casework management; and
- A minimum of two years experience managing a social service program and a team of social workers preferred.
