Director of Finance and Administration - La Paz, Bolivia
The Need
International Justice Mission (IJM) is seeking an experienced financial manager to serve as the Director of Finance and Administration (DoFA) and support IJM’s fight in Bolivia against sexual violence against children. The successful candidate will be an exceptionally talented CPA as well as excel in Human Resources and Administrative Management. The candidate will also have a passion for justice and a desire to use his or her abilities in service of IJM Bolivia’s mission. The DoFA will provide sound strategic financial planning; build, develop and mentor a service-oriented Administrative team; and foster an office culture of good stewardship and accountability. He or she will also lead all operations of the Finance team such as budget development and performance analysis, accounting, accounts management, general ledger, payroll, taxes, and financial reporting and compliance. The DoFA will be part of the national leadership team and will collaborate with a variety of internal constituents. This position is based in La Paz, Bolivia, and reports to the Field Office Director, Bolivia.
Responsibilities
Administration and Human Resources
- Maintain updated personnel files under the requirements of Bolivian law and IJM’s HQ;
- Conduct monitoring staff vacation leave, sick leave, etc.;
- Monitor and ensure compliance with the Personal Care Plan. Coordinate with the professional psychologist on sessions;
- Monitor controls of assistant of staff of IJM Bolivia. Take control of biometric time clock and report to the Director;
- Assist the Director in the recruitment process of candidates for open positions, including interviews of references;
- Monitor contract procedures for new staff;
- Monitor compliance with the requirements of Bolivian law with respect to the output of staff and office staff, whether by resignation or termination;
- Communicating with HQ including the preparation of required reports with respect to HR issues and / or administration;
- Oversee the recruitment and enrollment of staff to Health Care Policies as appropriate;
- Assist the Director with track renewal and maintenance of the Framework Agreement;
- Monitor control logs and maintenance of vehicles IJM Bolivia;
- Coordinate the logistics of office events such as retreats, workshops, trainings, visits, etc.;
- Assist the interns and fellows in obtaining their residency visas; and
- Monitor files correspondence and legal documents.
Accounting
- Ensure that IJM Bolivia meets the requirements of the "FOFM," ensuring the consistent application of all the financial practices of IJM;
- Review expenditure reports to ensure that: there is appropriate documentation to support costs, the costs have been properly documented (including allocation of expenses among the various projects of the field office), and expenses have been properly authorized. Record information in the financial system (QuickBooks);
- Review time sheets, preparing assignments and attendance sheets to registration of wages and benefits in the electronic system of accounting;
- Make payment of all expenditures, including expenses of the office, any recurring payment, and payroll, prepare payment requests as necessary, and record details in the financial system;
- Reconcile bank accounts and petty cash each month;
- Issue all employees cash advance and maintain balance in the financial system, reconciling the balance of the cash advance for each employee before issuing further advances, or at least reconcile the balance monthly;
- Train employees to use and complete financial forms and protocols;
- Document and deliver employee benefit payments and payment of employment taxes;
- Report to the central office all significant expenditures, but have not yet been canceled;
- Record transfers of funds from the central office in the electronic system of accounting (Quickbooks);
- Report any income that comes from transfers from the central office;
- Prepare reports comparing budget with actual expenditures of the field office;
- Manage asset inventory, update the database in Excel of the country office and agree with the list of financial system assets of the central office;
- Manage the security deposit for the office, keep the lease and other contracts;
- Prepare bank deposits;
- Assist with annual audit registration (if applicable); and
- Facilitate the preparation of reports for government agencies.
Required Skills and Experience
- Proven ability to serve as a spiritual leader and mentor;
- Bachelor’s degree in Accounting with CPA license;
- At least five years’ experience in accounting and financial management;
- Exceptional leadership skills demonstrated during a minimum of three years of successful team management;
- Excellent people skills, demonstrated through collaborating with and supporting colleagues in a multi-disciplinary, diverse, and dynamic organization;
- Proficient in Office Management and Administration;
- High-level proficiency in English (both written and spoken), including accounting and business terminology. Fluency in Spanish;
- Experience with electronic financial systems;
- Knowledge of QuickBooks a plus but not required;
- NGO work experience a plus but not required; and
- Experience managing US government grants a plus, but not required.
